Policy Initiatives Advisor-Executive position within the Division of Trade and Consumer Protection.
This position is located at the Prairie Oaks State Office Building situated on Madison's southeast side and a beautifully wooded and scenic hilltop venue. Our employees enjoy low-cost parking at the facility and are only minutes away from the Beltline Highway, Interstate 90 and Highway 51 for quick access to local restaurants, retail and service locations.
Remote Work Option: This position may have the ability to work remotely up to 6 days per 2-week pay period! An approved remote work agreement is required before an employee may work remotely. Approval of the employee's remote work agreement and work schedule will vary based on the operational needs of the Division. All DATCP employees who work remotely are required to live in Wisconsin.

Position Summary Under the general direction of the Division Administrator, this position serves as principal policy developer and advisor for multiple initiatives that are high profile and have significant impact extending beyond the agency to state business resources and other governmental entities. Related to assigned initiatives the position works and coordinates with policy makers and key external partners, having discretion and authority to reach out to any agency or organization (federal, state, Advisory Boards, industry associations, etc.) as stakeholders who need to be at the table for policy development or implementation discussions (e.g., Federal Communications Commission (FCC), Federal Trade Commission (FTC), Consumer Financial Protection Bureau (CFPB), etc.).
The incumbent may act on behalf of the Administrator and further serves as a liaison with or between other divisions/bureaus on a high level with regard to policy developments with division program area impacts (e.g., Business or Trade Practices, Consumer Protections, Weights & Measures, etc.). In this role, the position will further partner with the Legislative Liaison and other key staff in the Secretary's Office to develop recommendations for legislative or administrative rule changes.
The position serves as a primary contact for businesses/industry and communities on programmatic issues that impact the division and department. Related to this work, the position will develop talking points or brief the Administrator on program activities, consumer or stakeholder concerns, etc. as well as work with internal communications staff on strategic messaging.
In addition, the position will provide guidance for program planning or bureau management of internal work plans to ensure program performance metrics are effectively utilized and that analysis of fiscal impacts is considered for program initiatives or new policy. As a management team member, the position is expected to promote teamwork, professionalism, and effective communication across bureaus, within the work unit, and to other stakeholders.

Salary Information The classification of this position is
Policy Initiatives Advisor-Executive , which is in schedule-range 81-01 with starting pay between $45.00 and $54.00 per hour ($93,600 to $112,320 annually) based on qualifications.
This position is not represented by a collective bargaining unit. A 24-month probationary period is required. Pay for current state employees will be set in accordance with the State Compensation Plan at the time of hire.
Job Details At DATCP, we strive to deliver efficient and effective programs and services to Wisconsin agriculture, consumers, and businesses. The Department has numerous on-the-job training (OJT) opportunities, unique to each Bureau.
These OJT opportunities include direct experience and practice through collaboration with co-workers/supervisor, peer mentoring, and job-specific training modules.
Conditions of Employment: DATCP does not sponsor work visas. Any appointment made will be contingent on the selected applicant being able to provide documentation of eligibility to work in the United States.

Possession of a valid driver's license or the ability to provide one's own transportation for work purposes, is required.
Regular statewide travel and occasional out of state travel with overnight stay is required for this position.
Qualifications Minimally qualified candidates will have each of the following: - Experience with policy analysis, development, and implementation.
- Experience building and maintaining relationships with external stakeholders to align business objectives and priorities.
- Experience analyzing legislation, statutes, and/or administrative rules to inform and guide budget and business decisions.
In addition to the minimum qualifications above, highly qualified candidates will have one or more of the following: - Experience managing and coordinating multiple projects and programs involving multiple participants ( e.g. strategic planning, assigning or delegating responsibilities, scheduling and leading meetings, monitoring timelines, providing status updates and reports, closing projects, etc.) .
- Experience working in a leadership role to advise executive, local, state, or federal leaders on programmatic and/or organizational operations.
- Experience developing state or local level policy and/or program initiatives related to trade and consumer protection ( business trade practices, consumer protection, weights and measures, etc. ).
