We are looking for a dedicated, energetic, reliable, well-organized individual for this position. Under the supervision and strategic guidance of the Community Outreach and Engagement Unit Manager (COEU), oversees and directs the development, implementation, and evaluation of outreach, education and community capacity-building activities of a staff team in the health department's Outreach and Engagement Unit. Ensures program priorities are based on interventions aimed at addressing the social determinants and other root causes of poor health across a large and diverse community. Works directly with health department subject matter experts to guide the development of culturally appropriate health promotion and improved access to services across agency programs. Engages community partners in efforts to foster and build capacity for health promotion and disease prevention within organizations, with particular emphasis on hard-to-reach populations and interfaith communities. Acts as a bridge for initiating functional partnerships within the multi-cultural and interfaith communities that promote the development of effective, sustainable solutions to gaps in service delivery or department efforts to advance health equity. Supervises a team of community health specialists within COEU, assigning tasks, providing oversight and ensuring the implementation of effective, culturally appropriate, evidence-based interventions and best practice models leading to improved population health outcomes. Responsible for the development, implementation and evaluation of capacity-building activities, including relationship management, partnership engagement, emergency preparedness, coordinated volunteer management and training design and delivery. Manages the health outreach database, ensuring programmatic activities are tracked and reported.
Maintains working knowledge of emergency plans, with an emphasis on understanding the duties and responsibilities of their position during an emergency. Completes all required emergency preparedness trainings; participates in additional trainings and exercises as needed. Maintains up-to-date contact information in the county emergency alert system (EAN), including after-hours contact information (e.g., home or cell phone) and responds to emergency alerts as specified. Responds to public health emergencies, as directed, and effectively carries out emergency duties as assigned. Performs other duties as assigned for the benefit of the Health Department.

Graduation from an accredited four-year college or university with a bachelor's degree in field related to the assigned functional area; Plus four years of professional work experience within the functional area.
CERTIFICATES AND LICENSES REQUIRED: - Driver's license
- Cardiopulmonary Resuscitation - CPR (Required within 60 days)
- AED (Required within 60 days)
PREFERRED QUALIFICATIONS: - Three and more years of experience in community and partnership development.
- Three or more years of experience working in a local government, community-based organization or non-profit environment.
- Excellent interpersonal, communication, and decision-making skills.
- Demonstrated record of establishing and maintaining effective working relationships.
- Three or more years of experience designing, implementing and evaluating community-based health outreach programs for diverse populations and sectors.
- Two or more years of experience in direct supervision of staff.
- Proficiency in Microsoft Office suite particularly Word, PowerPoint, and Excel.
NECESSARY SPECIAL REQUIREMENTS: The appointee to the position must satisfactorily complete a criminal background check, a Child Protective Services Registry check, and a driving record check to the satisfaction of the employer.
Additional Work Schedule Requirements: This position requires a flexible work schedule for evening and weekend work. Supervisory preapproval for Comp time or flex time.
PHYSICAL REQUIREMENTS: Job is generally sedentary in nature, and requires walking, standing, sitting (for long periods of time), and kneeling, reaching, bending, climbing stairs; may be required to lift or carry up to 25 lbs. occasionally. Uses hands to grasp, handle, or feel. Visual acuity is required to read data on a computer monitor; ability to operate keyboard driven equipment and computer and use touchscreen; Position frequently communicates and must be able to exchange accurate information with others verbally and in writing. Generally, works in an office environment but is also required to perform job duties outside of a typical office setting (e.g. community locations, healthcare facilities) including outdoor settings in all-weather conditions and evening/nighttime hours. Ability to drive a motor vehicle. All duties performed with or without reasonable accommodations.
