Description The Role: The Community Action Program Administrator plans, organizes, manages and evaluates the activities and staff of the Community Action Program division of the Community Services Department. Provides supervision to staff involved in providing social and family services to the community.
The ideal candidate will have a Bachelor's degree in Social Work, Public Administration or related field and five years experience in the management of social service programs including grant/contract administration including two years supervisory experience.
Salary: This position is:
- FLSA Exempt, and will be paid a salary regardless of hours hours worked per week.
- This position this position is a Grade 413 with an annual salary between $88,800 - $133,200.

Holiday, Vacation, and Sick Leave: City of Glendale Regular status positions offer:
- 10.5 paid holidays per year, and full-time employees are also granted an additional 12 hours of holiday special leave per calendar year to celebrate their cultural or religious holidays
- Vacation leave accrues at:
- 5.33 hours per pay period (138 hours/17.25* days per year)
- Increases to 6.12 hours per pay period after 5 years
- Then caps out at 7.6 hours per pay period after 10 years of service
- Sick leave accrues at 4.4 hours per pay period (114 hours/14.25 days* per year)

Retirement: This position participates in the Arizona State Retirement System (ASRS).

Essential Functions - Plans, organizes, manages and evaluates the activities and staff of the Community Action Program division.
- Manages the delivery of social and family service programs including the administration of several grant-funded programs.
- Manages the development and creation of comprehensive public reports and policies that detail the goals related to identified community needs. These reports include the annual Community Action Plan and Community Needs Assessment, the Social Services Block Grant Annual Report, and other tracking reports required by local, state and federal guidelines.
- Advises council and management on social issues in the community.
- Develops and implements strategies in order to impact social and family needs of the community.
- Develops and administers the division's budget; monitors and controls expenditures.
- Represents the City in negotiating contracts with the County, State and local agencies in advocating resources for low-income residents in the community.
- Works closely with community leaders and groups, agency representatives, governmental officials, business leaders and others to promote, coordinate, develop, and maintain effective services.
- Participates as a staff liaison to the Community Development Advisory Committee.
- Provides staff training; assists staff in dealing with clients who have complex problems or special circumstances, and resolves disputes and complaints.
- Prepares education and marketing materials to promote services and meet legal notice requirements.
- Serves on various committees and councils related to the programs.
- Performs other related duties as assigned.
Minimum Qualifications/Special Requirements/Success Factors Bachelor's degree in Social Work, Public Administration or related field and five years experience in the management of social service programs including grant/contract administration including two years supervisory experience.
Any equivalent combination of education, training and experience that provides the required knowledge, skills and abilities is qualifying. One year of relevant experience may be substituted for each year of required education. Knowledge of: - Objectives and principles of community education programs
