Position Description About Residential Services: HCJPD operates three residential facilities serving youth aged 10-18, including one pre-adjudicated detention center and two post-adjudicated facilities. Our focus is on creating a secure and therapeutic environment, providing trauma-informed care, and ensuring access to comprehensive rehabilitative services. Through collaboration with families and community partners, we equip youth with the skills and support necessary for successful reintegration.
About the Position: The Assistant Facility Administrator will assist in the operations management of a Pre/Post Adjudicated Facility to ensure a safe, secure, educational and therapeutic environment for residents, staff and service providers. This position oversees that all Harris County Juvenile Probation Department (HCJPD) and Texas Juvenile Justice Department (TJJD) Code of Ethics, policies, procedures and standards are being enforced.
Duties and Responsibilities: - Performs administrative, managerial, and supervisory duties required in planning, delivery, evaluating services and programs.
- Coordinates with contract vendors and agencies to ensure required or court-ordered services are provided to juveniles and the parents of juveniles when applicable.
- Assists in the preparation of the annual budget and audits, assesses and informs the Facility Administrator or designee about budgetary and resource needs of the facility.
- Assists in the management of a safe, healthy, therapeutic, educational and secure facility. Ensures that policies, services and programs are in place to meet the residents' needs and provides the residents with skills to make positive changes while in custody that will enable them to return to the community with reduced risk to re-offend.
- Assists in the development, evaluation, and maintenance of resident behavior management program; Assists the staff with major discipline problems of residents.
- Assists in the development, evaluation, maintenance and updates as it pertains to policies and procedures to guide operations of the facility. Ensures the effective and efficient implementation and compliance of departmental policies & procedures, TJJD standards; federal, state, and local statutes are adhered to at all times.
- Provides employee orientation, in-service training, and a regular and continuous professional development program.
- Monitors employees' performance and manages employee disciplinary matters as warranted.
- Develops subordinates by providing guidance, supervision and expertise to staff.
- Assumes the duties and responsibilities of the Facility Administrator in his/her absence. Keeps the Facility Administrator informed and works cooperatively with all other administrators.
- Fulfills the duties of the Prison Rape Elimination Act (PREA) Compliance Manager for the facility including monitor, review, and ensure investigations are completed within a timely manner as per department, TJJD, and PREA guidelines.
- Oversees/coordinates work schedules for the facilities ensuring adequate staffing and supervision of the facility while maintaining the safety of residents, staff and visitors.

Requirements Education and Experience: - Master's Degree from an accredited college or university with at least
- Six (6) years of experience in youth residential/treatment settings.
OR - Bachelor's Degree from an accredited four-year college or university with at least
- Eight (8) years in youth residential/treatment settings.
OR - High School Diploma or G.E.D. equivalent from an accredited educational institution with
- Extra relevant experience.
- Eight (8) years in youth residential/treatment setting.
AND - Two (2) years in a supervisory/management role.
Additional Requirements: - Upon receiving a conditional job offer, each applicant must undergo a criminal background check, a tuberculosis (TB) skin test, and a drug screening, as well as provide certified copies of their educational transcripts.
- In the event of a declared public emergency by the county, staff may be reassigned to different duties, facilities, or placed under the supervision of another county department.
- Applicants must be at least 21 years old.
- This position involves working with challenging youth where the use of crisis intervention and de-escalation strategies may be necessary to ensure the safety of both youth and staff.

§344.400 Disqualifying Criminal History: (a)Applicants for Certification. An individual with the following criminal history is not eligible for certification or for employment in a position requiring certification:
(1) deferred adjudication or conviction for a felony listed in Texas Code of Criminal Procedure Article 42A.054 (formerly known as "3(g) offenses" under former Article 42.12) or a substantially equivalent violation against the laws of another state or the United States (as determined by TJJD), regardless of the date of disposition; or
(2) deferred adjudication or conviction for a sexually violent offense as defined in Article 62.001, Texas Code of Criminal Procedure, or a substantially equivalent violation against the laws of another state or the United States (as determined by TJJD), regardless of the date of disposition.
§344.410 Other Criminal History: (1) An individual with the following criminal history is not eligible for certification, employment, or otherwise providing service in a position requiring certification without prior review and approval by TJJD as provided in §344.420 of this chapter:
(A) deferred adjudication or conviction for a felony other than those referenced in §344.400(a) of this chapter or a substantially equivalent violation against the laws of another state or the United States (as determined by TJJD) if the date of deferred adjudication or conviction was less than 10 years prior to the date the review is requested; or
(B) deferred adjudication or conviction for any Class A or B misdemeanor in Texas or a substantially equivalent violation against the laws of another state or the United States (as determined by TJJD) if the date of deferred adjudication or conviction was less than five years prior to the date the review is requested.
