The Transportation Systems Management Operations (TSMO) Unit is responsible for the planning, design, and operations of Intelligent Transportation System (ITS) and Signals across North Carolina. This includes developing engineering plans, specifications, and estimates for ITS and Signals; oversees the Signal Maintenance Program, Incident Management Assistance Patrol (IMAP), and Traffic Incident Management Programs, Traffic Management Center and the Traveler Information Programs; operates the Statewide Transportation Operations Center (STOC) and NCDOT customer service center.
The Budget & Administrative Operations Coordinator plays a critical role in supporting and managing the fiscal and administrative operations of the statewide TSMO Budget and administrative operations of the Unit and across multiple program areas, including IMAP, ITS, TMC, and Signals. The position plays a key role in budget tracking, compliance auditing, personnel support, procurement, and logistical planning, while also managing embedded staff onboarding and supervising administrative support. This role ensures continuity of service and operational compliance in day-to-day functions and during emergency events.
Key Responsibilities: - Assist in the management of a large, multi-program budgets, including IMAP, ITS, TMC, signals, and administrative operations
- Coordinate purchasing processes across multiple systems (ARIBA, Mobility & Safety Group database).
- Prepare and submit hiring requests, requisitions, interview schedules, salary packets, and onboarding materials using NeoGov.
- Process organizational management (OM) and personnel administration (PA) transactions.
- Process all human resource actions for the unit and answer questions relating to human resources
- Review and process all payroll related activities and travel expenses for the unit
- Serve as the lead for administrative functions for ITS, Signals, and Emergency Operations, especially during declared emergencies
- Supervise a temporary administrative staff position
- Track inventory and asset management for two facility locations
Knowledge, Skills and Abilities / Competencies Management prefers applicants with the following: - Knowledge of public sector budgeting principles, especially regarding federal and state fund allocations
- Experience with financial and HR systems (e.g., ARIBA, NeoGov, PeopleSoft, SAP)
- Organizational and communication skills.
- Experience supervising and coordinating cross-functional administrative teams and managing multiple projects in a fast-paced environment
- Experience interpreting and applying complex policy guidelines
Additional Expectations :
Applicant must be able to legally operate a state vehicle for travel between the unit office locations in Garner and Raleigh.
