About the Position Please Note : The salary range above represents this position's earning potential. The anticipated hiring range for this position will be $83,556 - $115,218, based on the candidate's qualifications and experience. WHO WE ARE The is recruiting for a The Records section of DOCR operates 24 hours/7days weekly, providing administrative services to multiple public safety stakeholders, including judicial officers, court personnel, law enforcement agencies, offenders and their families, and the public. The responsibilities consist of numerous tasks which involve processing and ensuring the accurate maintenance of incarcerated individuals' criminal records for over 12,000 annual intakes and calculating over 2,500 new Sentenced Diminution of Confinement Records annually to calculate incarcerated individuals' release dates.
The Eligible List created from this recruitment will be used to fill current and future vacancies. WHO WE ARE LOOKING FOR The Department of Correction and Rehabilitation (DOCR) is seeking a highly skilled to join their team.
The Program Manager II position is located at the Montgomery County Detention Center (1307 Seven Locks Road, Rockville, MD) within the Detention Services Section. The Records Section operates 24 hours per day, 7 days per week, providing public safety services to multiple stakeholders. The selected applicant will work 7:30 am - 4:00 pm, Monday through Friday. Employees in this classification are considered essential staff and will be required to be at work during weather-related events or general emergencies.
The selected applicant will provide five levels of essential functions and/or services to support the Montgomery County Department of Correction and Rehabilitation (DOCR) mission and objective as related to public safety and the legal incarceration and release of offenders committed to DOCR. Operational Supervision to the Records Division, a 24/7 days per week operation; provides supervision, guidance, and directions to direct subordinates within the DOCR Records Division; provide supportive services to the Records Manager and to other Divisions and judicial court agents; Incarcerated Individuals' Criminal History Records Management; Public Safety Information Management; and provide technical assistance to various computer database systems to enable staff to perform duties in alignment with the Department processes, policies, procedures and standards.
Additional Employment Information Prior to appointment, all applicants must successfully complete a comprehensive background investigation, medical history evaluation, and drug/alcohol screen.
Prior to a promotional appointment within DOCR, the selected individual must answer the Prison Rape Elimination Act (PREA) questions and submit to a criminal history check to comply with the Prevention Planning on Hiring and Promotion Decisions (115.17, 115.117, 115.217,115.317). This is a requirement to meet Federal law and audit standards.
The individual selected for this position will be considered an "Essential Employee". Essential employees must report to work during periods of general emergency or liberal leave.
Generally, this position is covered by the Retirement Savings Plan, Group RN. If the successful candidate is an internal employee, retirement plan coverage will be determined at the time the job offer is made.

What You'll Be Doing Key Responsibilities :
- Serves as the first-line supervisor of the DOCR, Detention Center Records Division, and provides direction and supervision leadership to 13 subordinates within the Section.
- Conducts workload assessment and provides shift coverage to meet operational needs as deemed necessary when there is a shortage of staff. Enforces work schedules, standards, performances, and attendances according to Department and Local Union guidance, policies, and standards.
- Manages the commitment and release processes of offenders' intakes and discharges to ensure the legal incarceration and release of individuals committed to DOCR.
- Provides guidance and instructions to subordinates and handles difficult issues and/or problems in unusual situations that arise in the Records Section in accordance with Department policies, procedures, and standards as related to the legal incarceration and releases of offenders in DOCR's custody.
- Manages and supervises the ICE detainers requests and release processes.
- Manages and reviews all active offenders' criminal case history files containing classified data, confidential information, legal documents, etc., for accuracy to ensure the legal incarceration and releases of offenders committed to DOCR.
- Ensures the proper records management and maintenance of all (current and past) offenders' criminal case history files, approximately 12,000+ annual intakes.
- Supervises the processing of new Federal Bureau of Prisons (BOP) prisoners' intakes participating in the local re-entry program at DOCR Pre-Release Center. • Ensures that charging documents and Notification of Release documents are retrieved from the Residential Re-entry Referral Management (R3M) database management system and processed in a timely manner and ensures case files are created for each offender to be held in DOCR custody.
- Manages, maintains accountability, and supervises the timely expungement processing and removal of offenders' incarceration records from DOCR databases and sealing criminal history case files for all Court expungement orders and requests received by the Records Division. Over 400+ expungement court orders are received and processed monthly.
- Provides guidance, support services, and direction to employees, internal and external agents, and judicial personnel (clerk, judge, probation officer, commission, etc.), and other criminal justice and law enforcement agencies as regards to the legal incarceration and releases of inmates.
- Assess and develops employees' work performances and Performance Plan Evaluations (PPE); coordinates, schedules, assigns, and maintains ongoing in-service training for all Records Division personnel to ensure compliance with the Department, County, and State training requirements and standards.
- Attends and participates in management meetings, system improvement meetings, transportation law enforcement agents' meetings, and provides feedback and suggestions to improve processes and collaboration.
- Fulfill the roles of the Records Manager (MLS III) as Acting Records Manager in their absence and perform related duties and responsibilities as it pertains to that job class specification.
- Reviews, authorizes, and monitors the internal and/or external movements of incarcerated individuals (temporary or final releases) between facilities, courts (District and Circuit), state attorney's interviews, outside agencies (US Marshall, ATF, etc.), and other jurisdictions.
- Addresses issues and provides support to staff within the Records Sections, as well as from Correctional Officers, in correcting data entry errors and/or issues encounter using the various computer database systems (i.e., CJCMS, CRIMS, EilS, JIS, R3M, METERS, NCIC, Outlook emails, and MD Secure Case Search).
- Performs other related duties as mandated by the Records Manager, Deputy Warden, Warden, or Director.
Minimum Qualifications Experience: Five (5) years of professional, and supervisory experience in the administration of criminal history information, incarceration and procedures, and records management. Supervisory experience is required.
Education: Graduation from an accredited college or university with a Bachelor's Degree.
Equivalency: An equivalent combination of education and experience may be substituted.
License: Possession and maintenance at all times of a valid Class "C" (or equivalent) driver's license from the applicant's state of residence.
Preferred Criteria, Interview Preferences Preferred criteria screening questions will be used pertaining to: - Supervisory experience within management of records pertaining to offenders' criminal history, incarceration and procedures.
- Annotated Code of Maryland Criminal Laws.
Interview preference criteria will be used: - Previous Correctional, Law Enforcement, or Court experience.
- Experience interpreting Federal, State, and Local laws and regulations pertaining to offenders' legal incarceration, procedures, commitments, and discharges.
- Knowledge of applying the Annotated Code of Maryland Criminal Laws related to legal confinement and the Justice Reinvestment Act governing sentence diminution confinement calculations.
- Experience utilizing correctional regulations and practices relating to the security of offenders' information, dissemination of criminal history records, and offenders' records management.
- Experience utilizing various criminal justice systems and databases (IJIS, CJCMS, JMA CRIMS, JIS, JMS, METERS, MVA, NCIC, R3M, SOR, VINE, MD Secured Case Search, Microsoft Office, Outlook, Excel, Access, etc.) in entering and querying offenders' information.
- Experience communicating clearly, tactfully, and effectively with judges, other criminal justice stakeholders, and the public, providing quality customer service.
- Experience handling and maintaining criminal records and/or confidential records and dealing with sensitive or difficult situations that require discretion and confidentiality.
- Experience communicating effectively (verbal and written), making sound judgements, defining problems, establishing facts, and drawing valid conclusions with problem resolution.
