Position Description The Capital Development Division (CD) in the Department of Finance and Administrative Services is seeking a Senior Capital Projects Coordinator to join the Contracts Team. CD delivers a $500 million 6-year capital portfolio, and the Contracts Team is imperative to the Division's success!
CD delivers complex capital facilities projects addressing major maintenance, system replacements and renovations, space planning, tenant improvements, new buildings, and master planning studies. For example, projects range from $100,000 to build a storage shed, all the way up to $50 million to build a new fire station.

POSITION DESCRIPTION: This position is a member of the Contracts Team and is responsible for all administrative aspects of developing, procuring, and executing consultant and construction contracts. This position partners closely with project managers to support and advise on contracting approaches to support capital infrastructure delivery. A general understanding of capital infrastructure delivery is essential, including planning, budgeting, scheduling, design, permitting, construction, and close out phases.
Job Responsibilities - Develop consultant contracts and amendments using established templates and processes. Lead all administrative aspects of on-call contracts, defined scope contracts, and direct select contracts.
- Ensure CD staff follow all consultant contracting policies and procedures.
- Oversee multiple on-call contracts, and track contract usage. Perform quality control on Letters of Agreement (LOA) for consultant work assignments developed by project managers.
- Responsible for routing agreements and contracts for signature/approval and entering contract data into the contract management software system.
- Coordinate consultant contract close outs.
- Support WMBE inclusion planning and monitoring.
- Provide quality assurance reviews of all construction drawings and specifications during bid package development for public works contracts.
- Provide maintenance of the Divisions 00 and 01 contract general requirements used by the Division.
- Provide coordination support between the City's Purchasing and Contracting Division and the Capital Division's business processes and project delivery.
- Provide quality review of job order contract (JOC) work packages and support PMs through the JOC procurement/negotiation process.
- Perform pre-construction conference presentations for contractors to educate contractors early about payment processes and performance evaluations.
- Provide expert-level support across Division to assure full compliance in monitoring prevailing wage certification and allowable percentages for contract modifications, taxes and related documentation.
- Perform comprehensive quality control of contract close-outs, including assuring all contract deliverables (studies, as-built record drawings and specifications, O&M manuals, commissioning and warranty information, etc.) are organized and archived, hard copy and electronically, for use by the appropriate city entity.
- Proactively track and document workload using Contracts Team's workload tracking tools.
- Contribute to and lead process, template, and tool development and improvements related to contracting. Contribute to a lead process documentation for contracting processes.
- Support and attend events with the contracting community to build connection between CD and businesses in the consultant and contracting community.
- Help consultants, subconsultants, contractors and subcontractors navigate the City's contracting environment to build capacity for businesses interested in participating in City capital projects.
- Make recommendations to the leadership team on process improvements to improve efficiency, quality, inclusivity, etc.
- Other duties as assigned.
Qualifications Minimum Qualifications:
Requires a minimum of four (4) years of project or construction management or related experience and a bachelor's degree in public administration, business administration, project management, construction management, architecture, engineering, urban planning, or related field. Or a combination of education and/or training and/or experience which provides an equivalent background required to perform the work of the class.
The most successful candidates will possess the following: - Experience in the capital infrastructure industry supporting project managers and construction managers.
- Be a self-starter who can work independently yet be a strong team player with excellent attention to detail and customer service skills.
- Strong communication skills, both written and verbal.
- Ability to build and maintain amiable and effective work relationships with a diverse array of business partners.
- Working-level knowledge of contracts database software, Adobe Sign, accounting software, and other relevant software applications.
- Understanding of methods, principles, and practices of purchasing and contracting, and regulatory requirements in the public sector.
- Familiarity with contracting laws, regulations, and best practices.
Work Environment This position requires a minimum of three days per week of onsite work at the Seattle Municipal Tower. Alternative Work Arrangements and hybrid telework schedules for work conducted in a normal office environment may be considered and will be based on operational needs and consistency with City policies.
Additional Information This position is classified as a Capital Projects Coordinator, Senior. It is Civil Service represented, FLSA non-exempt and is eligible for overtime. The full range for this step-progression position is $61.94 - $72.26 per hour.
