$88,404 to $126,372 annually DOE

Job Summary
The Senior Contract Administrator is responsible for ownership and management of all Network
Engineering and Outside Plant Construction Contracts to support Ziply Fiber's planning, engineering
construction, and operation organizations. The Senior Contract Administrator will manage all contracts
documents processed by the Contract Administration Organization. This role is responsible for
overseeing every phase of contract bidding, negotiation, and approval. Additionally, the Senior Contract
Administrator will lead the development and refinement of contract administration processes, training
documents, ensuring compliance with local, state, and federal regulations before contractors are
authorized to perform work for Ziply. The total annual contract spend across all markets may exceed
$200M in both capital and operational expenses.
Essential Duties and Responsibilities:

• Establish and maintain efficient processes and tracking systems for onboarding new vendors and
scaling additional resources.
• Set up tracking mechanisms, conduct financial analysis, and oversee the vendor invoice
processing training.
• Collaborate with internal leadership to optimize contractor managements effectiveness.
• Provide performance feedback to vendors through scorecards/data.
• Train and mentor, the Contract Administrator staff.
• Engage daily with both internal and external teams Contract Administration supports.
• Oversee daily operations related to all Network contracts.
• Act as a Subject Matter Expert (SME), offering guidance on contract language for Statements of
Work (SOW) and Descriptions of Work (DOW) to both clients and vendors.
• Analyze trends in vendor billing data.
• Assist vendors with the billing process and related procedures.
• Serve as the SME interpreting DOW/SOW for both the field team and vendor community.
• Negotiate and bid on specialty agreements outside the scope of Line Extension/GC agreements.
• Prepare and present monthly performance scorecards for vendors and clients.
• Lead the development of DOW/SOW language for Engineering, OSP, ISP, environmental, and
barricade/flagging agreements.
• Interpret and manage the awarded contracts for Installation, Engineering, and Construction,
ensuring fiscal, engineering, construction, and operational control.
• Provide data supporting capital construction budgets for implementing designs, new services,
technologies, and industry standards.
• Performs other duties as required to support the business and evolving organization.
Qualifications:
• High school diploma or GED required.
• BA/ BS degree in Business or related fields; or relevant years of experience required.
• Minimum of five (5) years' experience in contract management, or a detailed understanding of
outside plant engineering, construction, and network planning or equivalent of 10 years'
experience in Managing ENG/ OSP Construction telecommunications work activities.
• Possess a general understanding of utility accounting practices.
• Must be knowledgeable in all aspects of R.U.S. (515) contract policies and procedures as well as
the Construction Certification Program Requirements.
• Proven ability to lead, facilitate, develop and motivate a cross-functional team in a competitive
environment.
• Working knowledge/experience of engineering support systems and highly skilled in Microsoft PC
applications such as Word, Excel (VLOOKUP, HLOOKUP, FILL, etc.).
• Must possess knowledge of basic contract law and contract negotiation skills.
• Knowledge and experience in inside plant and outside plant engineering and
installation/construction.
• Demonstrated ability to effectively communicate both orally and written.
• Project Management experience and the ability to manage priorities of projects in relation to
resources, processes, timeliness, and the ability to multi-task competing projects.
• Experience in data orientation, analytical and decision-making skills.
• Ability to conduct formal meetings and make group/executive presentation and/or conduct training
sessions.

Work Environment
Work is performed in an office setting with exposure to computer screens and requires extensive use of a
computer, keyboard, mouse, and multi-line telephone system. The work is primarily a modern office
setting.
