JOB SUMMARY The Medical Countermeasure (MCM) Coordinator is a key member of the Office of Public Health Preparedness and Response (OPHPR), responsible for developing, testing, and maintaining emergency response plans that support the rapid distribution of life-saving medicines and medical supplies during large-scale public health emergencies. This role involves creating and updating comprehensive plans, standard operating procedures, and facilitating trainings, as well as designing and conducting exercises to evaluate readiness. The MCM Coordinator also plays a vital role in building and sustaining partnerships with both public and private sector partners to strengthen preparedness and response capabilities for public health threats.
ESSENTIOAL FUNCTIONS - Reviewing guidance from the CDC and Maryland Department of Health to ensure compliance with medical countermeasure (MCM) distribution and dispensing protocols
- Updating the Baltimore City Health Department's emergency plans to enhance readiness for large public health emergencies
- Revising the City's Medical Countermeasure Plan based on lessons learned and alignment with state and federal guidance
- Participating in state and regional workgroups and meetings focused on public health preparedness and response, and MCM planning
- Developing training materials and tools to support MCM planning and response activities; delivering regular training to BCHD staff and partners• Providing presentations and workshops to internal and external stakeholders; sharing program information with community groups and partner agencies
- Designing and conducting drills and exercises to test BCHD's mass dispensing plans
- Supporting public health emergency responses in Baltimore City as they occur, including after hours, and representing BCHD in collaborating with external partners
- Managing program equipment and maintaining inventory in support of the City's Medical Countermeasure Plan
- Writing After Action Reports for exercise and real-world responses and assisting with implementing corrective actions
- Contributing to emergency preparedness projects, all-hazards planning, trainings, exercises, community outreach, and duties as assigned by the OPHPR Director
MINIMUM QUALIFICATIONS EDUCATION: Have a bachelor's degree from an accredited college or university.
AND EXPERIENCE: Have four (4) years of experience coordinating, monitoring and processing cases involving the provision of health, social, vocational or rehabilitation services to clients including two years of experience supervising subordinate staff or equivalent combination of education and experience. Preferred: Master's degree in public health, emergency management, emergency services, health administration, public administration or closely related field. Completed FEMA's Incident Command System training at the 100, 200, 300, and 400 levels. Previous public health or emergency planning work experience preferred
