Job Description Administrative Operations Manager
The Administrative Operations Manager at the Alaska Permanent Fund Corporation (APFC) is a pivotal leadership role charged with overseeing the Administrative Operations Team and ensuring seamless internal operations that support the corporation's mission. Reporting to the Chief Financial Officer, this position leads a team of three Administrative Specialists and is responsible for a broad range of core functions including accounts payable, travel coordination, records retention, and corporate-wide budget resource management and development.
The Manager ensures compliance with State of Alaska and APFC-specific procedures while supporting strategic goals by maintaining robust internal processes, supervising personnel, and providing operational and budgetary guidance across the organization. Located at APFC Headquarters, this role demands a collaborative leader who brings both technical expertise and a commitment to continuous improvement in administrative services.
As an exempt state corporation, APFC operates with a high degree of autonomy and engages primarily in investment activities that require agility and alignment with private-sector standards. At the same time, APFC is required to adhere to State of Alaska policies and procedures-particularly in areas such as procurement, travel, and budgeting. This duality requires an Administrative Operations Manager who can navigate compliance requirements while supporting a high-performing, fast-paced environment. Principal Responsibilities
Team Leadership and Supervision
Hire, supervise, develop, and evaluate the work of the administrative operations team, including performance management, coaching, conducting performance evaluations. Ensure clear alignment of responsibilities, expectations, and team accountability. Provide backup and subject-matter support to the team in travel coordination, accounts payable, and other duties as needed. Foster a consistent and supportive work environment that encourages continuous improvement and team engagement.
Accounts Payable and Travel Support
Monitor and assist as necessary administrative team performance in processing accounts payable, expense reimbursements, and travel booking. Ensure adherence to APFC and State of Alaska travel policies and serve as an escalation point for policy exceptions. Promote accuracy, timeliness, and professionalism in financial and logistical administrative support.
File Retention and Administrative Policy Oversight
Maintain APFC's file retention policies in compliance with the APFC and State of Alaska Retention Policy. Provide guidance to team members and departments regarding document retention and disposition. Oversee the administrative function's adherence to internal controls, recordkeeping, and audit documentation.
Budget Development & Analysis
Collaborate with APFC leadership to develop, analyze and compile the corporation's annual budget. Analyze staffing costs, track position changes, and prepare budget documentation. Support all stages of approval, including Board of Trustees and the Alaska Legislature. Meet with APFC managers to track and manage each section's budget. Present staffing and operational budget details to APFC leadership and Board of Trustees during the budget cycle. Monitor actual vs. budgeted expenditures and recommend adjustments or reallocations when necessary.
Required Qualifications
- Associate or Bachelor's degree or higher from an accredited college or university in business administration, accounting, or related field.
- Two years of professional experience in administrative operations that include relevant duties listed in the job posting.
- Two years of supervisory experience - experience can be concurrent with administrative experience.
Preferred Qualifications
- Working knowledge of State of Alaska administrative procedures such as travel and budget planning.
- Technical proficiency with Microsoft Office Suite and comfort learning new systems.
- Experience with public sector compliance, policy implementation, and employee development.
