Budget Amount: Position is budgeted up to $53.93 hourly, commensurate with related education and experience.
Primary Purpose Under the direction of the Fire Chief or designee, this position is a key executive leader within the Santa Fe County Fire Department and provides strategic oversight, coordination, and leadership of departmental divisions, regional operations, and district partnerships. This position is responsible for ensuring the alignment of resources, personnel, and priorities to support the department's mission, operational effectiveness, and long-term goals.
Essential Job Functions - Lead and develop high-performing teams.
- Develop, mentor, and otherwise prepare junior officers to assume more senior officer roles.

- Accountable for overall performance and outcomes within assigned areas of responsibility.
- Optimize operational efficiency and resource allocation.
- Identify, collect, and analyze relevant data to allow management to make effective data-driven decisions.
- Supervise employees and assigned projects,provides instruction and training; making independent decisions; plan and assign work; evaluate and approve/disapprove leave requests; approve timesheets; check final work to ensure compliance with established policies and procedures; recommend the hiring of new employees and disciplinary action; assist in the resolution of grievances and/or complaints; provide feedback on work performance for employees; complete performance evaluations for employees; draft and implement policies and procedures; assist in budget preparation and implementation.
- Manage the daily operation of assigned divisions and teams within the Department under the general direction of the Fire Chief.
- Responsible for the direct delivery of services by the division, including monitoring and evaluation of the effectiveness and efficiency of service delivery.
- Develop operational goals and objectives that meet the overall objectives of the Department and the County.
- Communicate with and support the Department's Fire Districts.
- Develop and implement mutual aid agreements with neighboring departments and/or agencies.
- Manage the maintenance of fire facilities.
- Ensure procurement of essential equipment.
- Direct and supervise the activities of assigned mid-level managers.
- Serve as a member of the management team and assist the Fire Chief in the development and implementation of long and mid-range plans.
- Assist in drafting or revising policy and procedures and participate in special projects as assigned.
- Attend meetings as required or directed and may serve on committees or boards as a representative of the Fire Chief.
- Respond to emergencies as necessary.
- May serve as a member of the union negations management team.
- May make presentations before the governing body or other entities.
- May serve as Acting Fire Chief.
- Additional duties may be assigned by the Fire Chief.
Knowledge/Skills: - Knowledge of Santa Fe County Rules and Regulations, IAFF union contract and Fire Department Policies and Procedures, and the geographical area of Santa Fe County.
- Extensive knowledge of the management, organization, and administration of public sector emergency response agencies; in particular, a combination volunteer and career Fire Department.
- Extensive knowledge of the principles, practices, and tactics of fire suppression, EMS, rescue, prevention, and preparedness activities.
- Knowledge of the organization, planning, and budgeting principles and practices.
- Knowledge of incident management principles and interagency coordination during emergency situations.
- Extensive knowledge of the principles and practices of supervision and the management of personnel, with the ability to coach, counsel, evaluate, and mentor subordinate employees.
- Ability to operate medical, fire and rescue apparatus and equipment under stressful emergency conditions.
- Ability to establish and maintain effective working relationships with field staff, district chiefs, district volunteers, associates, and the public.
- Ability to communicate effectively in verbal and written forms with employees, peers, and the public.
- Ability to operate various word-processing, spreadsheet, presentation, and database software programs.
- Ability to conduct research and complete reports as assigned or directed.
Minimum Qualifications - A high school diploma or GED.
- Ten (10) years of progressive full-time experience as a Firefighter/EMT with a career or combination fire department with a minimum of two (2) years at the rank of Captain or higher.
- Must be a licensed EMT with the State of New Mexico, or a National Registered EMT, and must be able to obtain a New Mexico EMT license within 6 months of hire.
- Must have an IFSAC Firefighter II or Santa Fe County Fire Department Firefighter II certification or equivalent.
- Must have successfully completed approved training programs in Fire Officer l, Incident Command, Vehicle Extrication, Wildland Fire Suppression, and Hazmat Operations. Successful completion of additional training programs may be required within one (1) year of promotion.
- Must pass an annual physical agility/capacity test and physical fitness/physical capacity testing.
- Must pass a psychological profile exam.
Preferred Qualifications: - Bachelor's degree in Fire Science, Emergency Management, Business or Public Administration, or a closely related field
- Documented experience as a volunteer firefighter.
Supplemental Information Working Conditions: Work is performed frequently in an office environment and outdoors in varied weather conditions with exposure to dust, fumes, airborne particles, and/or allergens. Work involves high-risk or potentially dangerous situations, exposure to hazardous materials, excessive noise, hostile individuals, and work near hazardous/moving equipment or machinery. Work requires the use of protective clothing, equipment, devices, or materials. While performing the duties of this job, the employee regularly is required to stand, walk, and sit; use hands to finger, handle or feel; reach with hands or arms; and talk or hear. Ability to lift up to 20 lbs. Clarity of vision at long distances and a short distance is required. Evening, holiday, and weekend work are required. Overnight travel is required. Extended hours and irregular shifts may be required. May be on call for emergencies.
Conditions of Employment: Selected candidate must submit to and pass a County paid psychological profile exam and pre-employment physical and drug/alcohol screening. Additionally, selected candidate must submit to and pass a county paid criminal background screening. Selected candidate must possess and maintain a valid New Mexico Class D Driver's License as incumbent shall be appointed to drive a County vehicle during the performance of his/her duties.Candidate must obtain and/or maintain all certifications required.
