All positions at the NM Public Education Department are based in Santa Fe, however some may operate through our Albuquerque office based on home address and space availability.

Community Schools:
Community schools are a whole child, comprehensive strategy to transform schools into places where educators, local community members, families, and students work together to strengthen conditions for student learning and healthy development. As partners, they organize in-and-out of school resources, supports, and opportunities so that young people thrive. The New Mexico CS model closely follows research and up-to-date data on outcomes for CS and supports the full CS strategy and the 6 Key Practices.
There are currently 91 community schools with grant funding from NMPED. Including CS without this funding, there are an estimated 150 CS throughout NM. The NMPED CS team supports all of these community schools and all public schools (including charter schools) that wish to become a community school to support the whole child.
Why does the job exist?
This position exists to lead and enhance the implementation of 21st Century Community Learning Centers (21st CCLC) and other Out-of-School Time (OST) initiatives across New Mexico, ensuring programs provide high-quality, evidence-based enrichment opportunities that support academic achievement, youth development, and family engagement and leadership. By overseeing the design, delivery, and evaluation of OST programs, the coordinator works to close opportunity gaps, particularly for students in under-served, rural, and low-income communities.
The role ensures that OST programs align with state academic standards, integrate culturally and linguistically responsive practices, and advance the Community Schools (CS) key practices of powerful student and family engagement, expanded, culturally enriched learning opportunities, and rigorous, community-connected classroom instruction. Acting as a bridge between policy and practice, this position builds partnerships with schools, community organizations, and tribal entities to create equitable, sustainable OST opportunities that contribute to improved educational outcomes and stronger community connections statewide.
How does it get done?
Program Coordination and Monitoring (20%):
Oversees the implementation of 21st CCLC and OST programs across New Mexico, ensuring activities are aligned with federal statute standards, evidence-based best practices, state standards, and the CS key practices. Conducts regular site visits, program reviews, and fidelity checks to ensure programming is high-quality, culturally responsive, and addresses the academic, social-emotional, and leadership development needs of students. Provides feedback and technical support to subgrantees to strengthen program quality and sustainability, ensuring compliance with all applicable federal, state, and local requirements.
Grant and Fiscal Oversight (20%):
Administers 21st CCLC and OST grants, ensuring funds are allocated and managed in compliance with state and federal requirements. Reviews grant applications, monitors fiscal reporting, and provides budget guidance to subgrantees. Coordinates with the NMPED finance team to track expenditures, conduct audits, and prepare financial performance reports, ensuring resources are used effectively to maximize student and family impact.
Professional Development (PD) and Technical Assistance (TA) Design (20%):
Designs and delivers PD and TA for program directors, site coordinators, and staff to strengthen OST implementation. Develops training resources and workshops on topics such as academic enrichment strategies, positive youth development, family engagement and leadership, and culturally responsive practices. Aligns PD/TA content with the CS key practices to promote integrated, community-connected learning. Adapts PD/TA to local contexts and emerging needs, using feedback and evaluation data to continuously improve offerings.
Collaboration and Partnership Development (20%):
Builds and maintains partnerships with schools, districts, community-based organizations, and statewide stakeholders to enhance OST programming. Works with partners to integrate powerful student and family engagement, expanded, culturally enriched learning opportunities, and rigorous, community-connected classroom instruction. Collaborates closely with PED staff, contractors, and regional team members to ensure alignment of efforts and to maximize program reach and impact. Facilitates regular partner meetings, joint planning sessions, and shared learning opportunities to strengthen collaboration and program impact, particularly in underserved areas.
Program Evaluation and Reporting (20%):
Leads the collection, analysis, and reporting of data on OST program participation, quality, and outcomes. Uses both quantitative and qualitative measures such as student achievement data, attendance, engagement surveys, and stakeholder feedback to assess program effectiveness. Prepares detailed reports for NMPED leadership, the U.S. Department of Education, and other stakeholders. Uses evaluation findings to refine strategies, inform policy, and advocate for sustained and expanded OST initiatives, ensuring alignment with CS key practices and state educational goals.
Who are the customers?
The 21st CCLC and OST Coordinator primarily serves subgrantees, including local education agencies (LEAs), charter schools, community-based organizations, and tribal entities, by providing guidance, technical assistance, and oversight to ensure high-quality program delivery. The role also supports site-level administrators, OST program staff, and community partners in aligning activities with academic standards, youth development goals, and family engagement and leadership priorities. Additionally, the coordinator collaborates with NMPED leadership, state agencies, and advocacy groups to strengthen the OST ecosystem in New Mexico, ensuring all programs reflect the CS key practices and promote equity and access for under-served student populations.
Ideal Candidate
The ideal candidate has extensive experience in managing and improving educational or youth development programs, with a strong understanding of OST best practices, federal grant requirements, and community engagement strategies. They excel in program coordination and monitoring, conducting site visits, and ensuring activities meet federal statute standards and evidence-based best practices while responding to the unique needs of diverse student populations. They possess strong fiscal management skills, including grant administration, compliance monitoring, and strategic resource allocation.
They are adept at designing and delivering PD and TA, creating interactive, culturally responsive training materials, and supporting continuous improvement among OST staff. They have a proven ability to foster family engagement and leadership, integrating these priorities into all aspects of program delivery. Exceptional collaboration skills are essential for building partnerships with schools, community organizations, and stakeholders to implement the CS key practices of powerful student and family engagement, expanded, culturally enriched learning opportunities, and rigorous, community-connected classroom instruction.
The ideal candidate is highly skilled in program evaluation¿collecting, analyzing, and synthesizing data to assess program quality and impact, make recommendations, and advocate for program expansion. Strong communication skills, cultural competency, and a commitment to equity are critical to bridging policy with practice, supporting underserved communities, and ensuring all students have access to high-quality OST opportunities that foster academic success, personal growth, and community connection.
Minimum Qualification
Bachelor's degree in Education, Public Administration, or Business Administration and four (4) years of experience as a teacher and/or program administrator. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling eight (8) years may substitute for the required education and experience.
Employment Requirements
Must possess and maintain a valid New Mexico's Driver's License.
Working Conditions
Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Some sitting, standing, bending and reaching may be required. Some occasional travel is required for meetings and conferences.
