Brief Job Description:
The Department of Family and Protective Services (DFPS) Adult Protective Services (APS) Program Administrator (Manager IV) is selected by and reports to the APS District Director. Performs advanced managerial work administering the daily operations and activities of the investigations and client services programs for the APS district, and supervises district staff. Plans, implements, and oversees district compliance with APS policies and procedures. Identifies APS program issues and trends within the district, and makes recommendations for improvements. Develops, manages, and evaluates APS program services, guidelines, procedures, policies and activities. Oversees the development and deployment of analyses, audits and other program studies designed to evaluate the effectiveness of APS program policies, processes and business activities within the district. Oversees preparation of reports to communicate program analysis results and recommendations. Provides leadership, oversight, technical guidance and expertise for APS program policies and procedures within the district. Develops and evaluates APS program budget requests for the district and monitors budget expenditures. Manages district staff assignments including development, implementation, and monitoring of staff performance management strategies, and establishment of goals and objectives for program performance management. Manages APS program district staff work planning and scheduling, establishes priorities for projects and assignments. Oversees design and implementation of workflow and productivity measures to meet organizational needs and APS program requirements. Serves as a liaison to manage client complaints in collaboration with the DFPS Office of Consumer Relations (OCR). Manages APS case evaluation activities for the district and manages district vacancies. Provides oversight, guidance and monitoring to ensure continuous program process improvements, development and implementation of the APS program's goals, guidelines, policies and procedures, and ensures compliance with applicable state and federal laws, rules, regulations, guidelines and policies. Represents APS at meetings, hearings, workgroups, conferences, committees and panels as needed. Works under minimal supervision with extensive latitude for the use of initiative and independent judgment. Performs other duties as assigned.
Essential Job Functions:
Performs advanced managerial work administering the daily operations and activities of the investigations and client services programs for the APS district. Plans, implements, and oversees district compliance with APS policies and procedures. Provides leadership, oversight, technical guidance and expertise for APS program policies and procedures within the district. Provides leadership and strategic direction for the APS program within the district. Collaborates with district and APS program leadership to establish and implement APS policies and procedures to ensure compliance with legislative reporting requirements and program performance and statistics. Oversees compilation and analysis of pertinent APS performance, service and operations information affecting the district. Oversees the monitoring of APS program and staff compliance with applicable state and federal laws, rules, regulations, guidelines and policies. Provides direction and APS program technical guidance to develop, improve and maintain district operations which support effective APS program client service and case investigations activities. Provides technical guidance, subject matter expertise and training regarding APS program operations and performance measures. (40%)
Oversees the design and implementation of workflow and productivity measures to meet organizational needs and APS program requirements for the district. Oversees the development and deployment of analyses, audits and other program studies designed to evaluate the effectiveness of APS program policies, processes and client service activities in the district. Oversees preparation of reports and data to communicate program analysis results and recommendations for changes or program improvements in the district. Develops process improvement techniques to identify and implement new case management strategies, activities and process improvements. Establishes reporting requirements for oversight of district activities to ensure that performance measures are met. Identifies and evaluates APS program trends and issues within the district, and manages the development and implementation of corrective measures. Ensures program objectives are compliant with federal, state and local legislatively-mandated standards and meet program, district and agency goals and objectives. (10%)
Provides guidance, technical assistance and policy interpretations regarding the APS program to district management and staff, and in response to internal and external inquiries. Identifies areas for improvement in APS program policies and performance, researches and recommends innovative techniques and solutions to achieve efficiencies and consistency throughout the district, and monitors progress and develops reports of project status. Makes presentations and provides information to district, program and agency leadership, community partners and stakeholders, other state and federal agencies, and other organizations regarding the APS program within the district. Hires, manages and provides guidance and professional development for APS district staff. Provides direct reports with work assignments, clear direction and information on responsibilities and work performance expectations. Develops work performance plans and conducts performance evaluations at least annually. Oversees the development and advancement of APS district staff through training and effective use of employee development plans. . Manages employee time and leave responsibilities, and carries out other related human resources activities with program staff. Provides leadership to employees using a performance management strategy and development process to provide an overall context and framework to encourage employee contribution and includes goal setting, feedback, and performance development planning. Leads employees to meet the organization's expectations for productivity, quality, and goal accomplishment. (20%)
Collaborates with the DFPS Office of Consumer Relations (OCR) regarding program consumer complaints and concerns in the district to ensure thorough and timely investigation and resolution and implementation of any necessary corrective measures. Oversees the development and implementation of program policies, procedures and timeframes, and manages program confidentiality concerns and issues. Provides guidance, consultation and oversight regarding sensitive, complex or high-profile APS cases in the district. (10%)
Develops and evaluates APS program budget requests for the district and monitors budget expenditures. Collaborates with district and state office leadership regarding program and district budget issues. Serves as a liaison, representative and subject matter expert for the APS program to internal and external entities, stakeholders and legislative representatives. Represents APS at meetings, hearings, workgroups, conferences, committees and panels as needed. Works under minimal supervision with extensive latitude for the use of initiative and independent judgment. Performs other duties as assigned. (10%)

Graduation from high school or equivalent.
• Graduation from an accredited four year college or university.
• Five years full-time management experience in the field of protective, regulatory, or administrative services; or consultative, supervisory, managerial, social service, professional or technical work which must include: analysis of work problems having an administrative aspect and interpretation of complex written material; or planning, organizing, and coordinating requirements for support services or program operations where a wide range of demands are involved, including interpretation of complex written material or Texas Department of Family and Protective Services.
