The Position DEFINITION Under immediate (Community Preservation Officer I) or general (Community Preservation Officer II) supervision, performs a variety of routine to complex technical and public contact duties related to the City's Community Preservation Program, including the identification, investigation, and correction of violations of various state and local codes and ordinances, including but not limited to the City's municipal, zoning, property maintenance, and building standards codes, and community preservation and weed abatement ordinances; investigates citizen complaints of public nuisances and quality of life issues; seeks voluntary compliance or issues citations; and performs related duties as assigned.
DISTINGUISHING CHARACTERISTICS Community Preservation Officer I: This is the entry-level classification in the Community Preservation Officer series. Initially under close supervision, incumbents learn and perform routine inspection and compliance activities required to determine violations and gain compliance with various state and local codes and ordinances. As experience is gained, assignments become more varied, complex, and difficult; close supervision and frequent review of work lessen as an incumbent demonstrates skill to perform the work independently. Positions at this level usually perform most of the duties required of the positions at the Community Preservation Officer II level but are not expected to function at the same skill level and usually exercise less independent discretion and judgment in matters related to work procedures and methods. Work is usually supervised while in progress and fits an established structure or pattern. Exceptions or changes in procedures are explained in detail as they arise.
Community Preservation Officer II: This is the fully qualified journey level classification in the Community Preservation Officer series. Positions at this level are distinguished from the Community Preservation Officer I by the performance of the full range of duties as assigned, working independently, and exercising judgment and initiative. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit.
Positions in the Community Preservation Officer class series are flexibly staffed; positions at the Community Preservation Officer II level are normally filled by advancement from the Community Preservation Officer I level; progression to the Community Preservation Officer II level is dependent on (i) management affirmation that the position is performing the full range of duties assigned to the classification; (ii) satisfactory work performance; (iii) the incumbent meeting the minimum qualifications for the classification including any licenses and certifications; and (iv) management approval for progression to the Community Preservation Officer II level.
SUPERVISION EXERCISED AND RECEIVED Exercises no direct supervision over staff. Receives immediate (Community Preservation Officer I) or general (Community Preservation Officer II) supervision from the Community Preservation Supervisor.
Duties and Responsibilities EXAMPLES OF TYPICAL JOB FUNCTIONS The typical job functions of the classification may include, but are not limited to, the functions below and are subject to changes in operational necessity.
Positions at the Community Preservation Officer I level may perform some of these duties and responsibilities in a learning capacity.
- Receives, records, responds to, and investigates complaints from the public and staff regarding possible violations of various state and local codes and ordinances, including municipal, zoning, building, housing, and development codes and ordinances, health and safety regulations, and livability standards.
- Initiates contacts with residents, business representatives, and other parties to explain the nature of incurred violations and to encourage voluntary compliance with City codes, ordinances, and community standards; provides confirmation regarding code regulations to the public by telephone and in person.
- Makes drive-by or on-site inspections of residential, industrial, and/or commercial areas.
- Documents violations by securing photographs and other pertinent evidence and information; researches municipal codes and ordinances and other mandated regulations to establish whether a violation has occurred.
- Prepares and issues courtesy notices, notices of violation or noncompliance, final notices, citations and other correspondence according to applicable codes and regulations; issues letters to property owners notifying them of violation; as appropriate, affixes a notice of violation on property to abate violations, public safety hazards and nuisances; monitors and tracks violations.
- Coordinates and conducts follow-up procedures including the preparation of additional correspondence, site visits, and communication with property owners; conducts follow-up investigations to ensure compliance with applicable codes and ordinances; prepares non-compliance cases for legal action; presents testimony at hearings.

Education :
Community Preservation Officer I/II : Equivalent to completion of the twelfth (12th) grade.
Experience :
Community Preservation Officer I: One (1) year of experience working in a municipal code compliance program involving a high level of public contact and customer service.
Community Preservation Officer II: Three (3) years of increasingly responsible experience investigating and enforcing municipal, zoning, and building codes at a level equivalent to the classification of Community Preservation Officer I with the City of San Leandro.
