Position Specific Description Recruitment Number 25-184KS , Capital Improvement Administrator, EM-05, $9,462 monthly/$113,544 annually to $10,261 monthly/$123,132 annually*, Honolulu, Oahu.
*Starting salary may be at a rate between the minimum and maximum salary range, based on qualifications. Anticipated start date is November 2025. Summary of Duties This position is located in the Office of the Administrative Director of the Courts, Policy & Planning Department, Capital Improvement Projects (CIP) Division. The CIP Division is responsible for the development, administration, and evaluation of capital improvement projects throughout the Judiciary. The Division monitors projects; prepares and reviews designs, construction plans, timetables and cost estimates, lease agreement and material specifications and recommends approval or disapproval; serves as liaison between the Judiciary and state and county agencies on the development of capital improvement projects; and provides technical expertise in engineering and architectural matters to Judiciary administrators and managers.
This position serves as division administrator for the Capital Improvement Projects Division, which involves managing the Judiciary's capital improvement program.
Minimum Qualification Requirements Education Requirement: Graduation from an accredited four (4) year college or university with a major in architecture, engineering, or a related field.
Excess work experience as describe under Specialized Experience below may be substituted for education on a year-for-year basis. To be acceptable, the experience must have been of such scope, level and quality as to assure the possession of comparable knowledge and abilities.
Experience Requirements: Except for the substitutions provided for in this specification, applicants must have had the progressively responsible experience of the kind and qualify described below:
Specialized Experience Requirement: Five (5) years of progressively responsible professional architectural, engineering or project management experience in one or a combination of the type and quality described below:
A. Professional architectural, engineering, or project management experience which involved the preparation of designs, plans, specifications, contracts, estimates and reports for various types of buildings and installations; and the inspection of construction work to insure conformance with designs, plans, specifications and contract agreements; and/or
B. Progressively responsible professional architectural, engineering, or project management experience which involved responsibility for developing the capital improvement plans and budget; serving in a liaison capacity between user groups and officials of design firms and construction companies; reviewing and/or modifying designs, layouts, plans and specifications for the construction, alteration and repair of buildings and structures; and inspection of buildings and structures for workmanship and compliance with the provisions of building and zoning codes and ordinances, and according to approved plans and specifications.
Of the required five (5) years of Specialized Experience, applicants must have at least one (1) year of experience which should have included construction administration including procurement and contract administration, construction cost management, projecting controls relating to scheduling and staffing, and project dispute resolution. This experience may have been gained concurrently or separately in meeting the Specialized Experience.
Supervisory Experience Requirement: One (1) year of work experience supervising others engaged in project management or capital improvement projects which included: (1) planning and directing the work of others; (2) assigning and reviewing their work; (3) advising them of difficult problem areas; (4) timing and scheduling their work; and (5) training and developing new employees.
Substitutions Allowed : Substitution of Education for Specialized Experience: Completion of thirty (30) semester credits in a graduate program from an accredited college or university in the study of construction engineering or construction management may be substituted for one (1) year of the specialized experience requirement.
Substitution of Professional License for Specialized Experience: Possession of valid license as a professional architect or engineer by the Hawaii State Board of Professional Engineers, Architects, Surveyors, Landscape Architects may be substituted for three (3) years of specialized experience requirement.
Administrative Aptitude: Administrative aptitude rather than actual administrative experience may be accepted. Administrative aptitude will be considered to have been met for this level when there is strong affirmative evidence of the necessary administrative aptitude and abilities. Such evidence may be in the form of success in regular or special assignments or projects which involve administrative matters (e.g., in planning, organizing, promoting and directing a program providing staff advice and assistance); managerial interest demonstrated by the work performance of work assignments in a manner which clearly indicates awareness of managerial problems and the ability to resolve them; completion of educational or training courses in management accompanied by the application of principles learned through work assignments; management's observation and evaluation of the applicant's leadership and managerial capabilities; success in trial assignments involving managerial and/or administrative tasks.
