Position Overview: The Department of Healthcare and Family Services, Bureau of Professional and Ancillary Services, is seeking a highly motivated and analytical professional to drive positive change in the role of Legislative Coordinator. This pivotal position within the bureau fosters collaborative relationships, by facilitating effective communication with Medicaid-enrolled clients and providers through education and outreach, as well as through coordinating the bureau's response to legislative proposals.
The ideal candidate will possess strong analytical skills, the ability to efficiently synthesize information from a variety of sources, a talent for harnessing data-driven insights with the use of Excel and Word, and outstanding communication abilities to drive impactful policy initiatives and foster a culture of excellence.

Essential Functions - Under general direction, serves as Legislative Coordinator by organizing, planning, executing, controlling, evaluating, and managing the Statewide Professional and Ancillary Services Provider/Client Health Policy and Billing Education Program
- Directs and evaluates the Medical Assistance Program operation of the Professional and Ancillary Services Provider/Client Health Policy and Billing Education Program
- Assists management in identifying professional and ancillary services educational needs for providers/clients and recommends and develops educational materials to address those needs
- Drafts reports and correspondence
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above
Minimum Qualifications - Requires knowledge, skill, and metal development equivalent to completion of four (4) years of college, preferably with courses in business or public administration
- Requires two (2) years of responsible administrative experience in a public or business organization
Specialized Skills - One (1) year of experience creating, maintaining, and updating complex Excel spreadsheets with formulas
- One (1) year of professional experience working with agency programs, service objectives, activities, and operational systems
- One (1) year of professional experience analyzing and interpreting organizational and Medicaid policies, regulations, and laws
- One (1) year of professional experience working with the Medicaid program in areas such as program eligibility, client education, or provider education/relations
Preferred Qualifications - One (1) year of experience creating, maintaining, and updating complex Excel spreadsheets with formulas
- One (1) year of professional experience working with programs, service objectives, activities, and operational systems for a public or private organization
- One (1) year of professional experience analyzing and interpreting organizational and Medicaid policies, regulations, and laws
- One (1) year of professional experience working with the Medicaid program in areas such as program eligibility, client education, or provider education/relations
- One (1) year of professional experience drafting written correspondence, including letters, memorandums, and policy documents
- One (1) year of experience working with the functions of government and of the character of relationships between the executive branch with the other branches, and between and higher and lower levels of government
- One (1) year of experience developing and maintaining cooperative working relationships
- One (1) year of experience working with the principles and practices of public and business administration
- One (1) year of experience developing and managing a supportive program for a public or private organization
Conditions of Employment - Requires completion of a background check and self-disclosure of criminal history
- Requires the ability to travel in the performance of duties, with overnight stays as appropriate
- Requires the ability to utilize and maintain state supplies equipment such as a laptop
- Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled or last-minute overtime. This requires the ability to work evenings and weekends

of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine - This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary
of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission.
