OC San is currently looking to fill the role of a
Senior Contracts Administrator. Under direction, the Senior Contracts Administrator performs complex and responsible work in managing the business relationship of contract parties in coordination with OC San staff, legal counsel, and outside contracts; participates in the development and fulfillment of the more complex contracts and requirements in accordance with OC San policies and federal, state, and local laws, rules, and regulations; provides consistency and oversight in contracts and contractual relationships; and performs duties as assigned.
Specifically, this person will be responsible for managing numerous complex fixed-price construction contracts, cost-plus design and other professional services contracts in public works, and all manner of purchasing contracts. Responsibilities will include, but are not limited to: solicitation development and execution; change order cost analysis and negotiations; compliance with insurance and bonding requirements; administration support; legal and contractual compliance; and resolution of contractual disputes. In addition, this individual will review and facilitate the approval of progress payments, advise OC San staff on contractual/business issues, advise on liquidated damages, provide comprehensive analysis of claims and dispute resolutions, perform closeout in a timely manner, and make presentations to senior management and governing boards.
Qualifications & Requirements Required:
- Bachelor's degree from a college or university accredited by the U.S. Department of Education, with major coursework in business or public administration, contract law, or a related field.
- Three (3) years of work experience in the development and administration of public contracts.
- A valid California Class C Driver's License

- Possession of certification in the Management of Business Contracts or a comparable contracts administration program/certification.
- Possession of a professional certification from a recognized institution, such as a Certified Public Procurement Officer (CPPO), Certified Professional Public Buyer (CPPB), or Certified Procurement Professional (NIGP-CPP).
- Strong planning and problem-solving skills.
- Attention to detail and strong document quality control skills.

Supplemental Information Physical Demands - Mobility to work in a standard office setting and use standard office equipment, including a computer; to operate a motor vehicle and visit various OC San sites; this is primarily a sedentary office classification although standing in work areas and walking between work areas may be required; occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information; ability to lift, carry, push, and pull materials and objects up to 35 pounds.

Other REquirements - Probationary Period: All OC San employees, except classifications considered "at-will", are subject to the probationary period provisions as specified in the applicable Memorandum of Understanding, policies, and/or resolutions.
