Description We are looking for someone to - Supervise, orientate, train, and evaluate assigned personnel.
- Assign priorities, prepare daily work schedules, and management reporting for the utility billing, payment processing, collections, and call center of the Customer Service division.
- Develop and/or participate in budget preparation and administration. Recommend and/or assist in the development and implementation of goals and objectives.
- Discuss delinquent accounts with customers. Respond to public inquiries and/or complaints that cannot be resolved at a lower staff level.
- Develop policies and procedures.
- Prepare and maintain statistical reports; compose letters, reports, memos, bid specs, and evaluations.
- Work with system administrators to update, revise and/or create new billing programs and practices, and implement cost savings processes.
Qualifications we're looking for - Knowledge of Equal Credit Opportunity Act, Fair Credit Billing Act, Fair Credit Reporting Act, Fair Debt Collection Practices Act and sections of the Uniform Consumer Credit Code relating to collections.
- Knowledge of supervision and program management.
- Knowledge of Public Utilities Code, Redding Municipal Code, and sections of Government Code pertaining to inspection of public records.
- Knowledge of other Federal, State, and local statutes and regulations relating to utilities.
- Knowledge of labor contracts and interpretation.
- Knowledge of office practices and procedures.
- Knowledge of accounting procedures and practices.
- Ability to interact effectively with the public, customers, vendors, and employee.
- Ability to interpret City ordinances to determine effect upon the customer and the City.
- Ability to review and analyze contracts and statistics.
- Ability to compose and type correspondence, records, and reports.
- Ability to perform clerical work involving a high degree of independent judgement.
- Ability to demonstrate supervisory skills.
- Ability to coordinate the work of staff.
- Ability to establish procedures for quality control.
- Ability to effectively communicate verbally and in writing.
Education, Experience, and Special Requirements:
Any combination of training and experience that provides the required knowledge, skills, and abilities is qualifying. Typical combinations include:
- An Associate of Arts degree with emphasis on business, accounting, public relations or communications and two years relevant experience.
OR
- A high school diploma, or equivalent, and five years relevant experience such as accounting, business marketing, customer call center/payment center operation, or public relations, two years of which include supervisory experience.

Holidays: An average of thirteen and a half per year. Fire Association covered employees receive a payment in lieu of holidays. Holiday compensation for Redding Peace Officers Association and Redding Police Managers Association employees has been converted to base pay.
Vacation: Two weeks per year up to the fourth year of service, three weeks up to nine years of service, three and a half weeks up to fourteen years of service, four weeks up to nineteen years of service, four and a half weeks up to twenty-four years of service, five weeks after twenty-four years of service. For accrual rates for Fire Department shift employees, refer to MOU. Part-time and temporary employees may be eligible for some vacation/paid time off benefits.
Sick Leave: Twelve working days of sick leave are accrued each year. Unused sick leave may be credited toward retirement. For accrual rates for Fire Department shift employees, refer to MOU.
Health Insurance: Excellent medical, dental, vision, and life for employee and dependent, and long-term disability for employees.
Retirement: Full-time employees are covered by CalPERS (formula is dependent on hire date and member status in CalPERS) and are not covered under the Social Security System
.
Administrative Leave: Management positions are eligible to receive 40 hours of administrative leave per calendar year as authorized by the department director; additional leave up to 40 hours may be granted by the City Manager.
Deferred Compensation Plans: Available for interested employees.
Union Dues: Some job classifications are represented by collective bargaining units, the employees of which may choose to join and pay union dues.
Part-Time Retirement Benefit Program: Part-time, seasonal, and full-time temporary employees either participate in the Social Security System or the PARS Alternate Retirement System depending upon bargaining unit assignment.
