Primary Purpose: Supervise, support and provide direction for the Administration and Talent Division in the implementation of district priorities.
Qualifications/Skills: Education/Certification: - Bachelor's degree in education, human resources, educational administration or related field.
- Master's degree from an accredited university with a degree in related field.
- Valid Texas Principal or Mid-Management certification or equivalent valid certificate from another state.
- T-TESS Certification required at time of hire or the ability to obtain such certification in the first 60 days of employment based on availability of courses.
- SHRM-SCP, SPHR or PHR certification preferred.
Special Knowledge/Skills: - Demonstrated success as a district leader.
- Knowledge and understanding of PK-12 public school district organizations, operations, policies, goals and objectives.
- Strong interpersonal, organizational, and communication skills.
- Ability to develop and implement policy and procedures.
Experience: - Minimum of five (5) years of directly related experience.
- Experience in strategic planning and ability to establish programs and policies.
Major Duties and
Responsibilities: School Relations and Support: - Develop and plan an appropriate plan of operation for each of the areas supervised: Administration, Athletics, Human Resources, Health, Safety, Security, Risk Management.
- Provide leadership to achieve cost-effective practices for each of the support areas supervised.
- Work cooperatively with principal and department heads.
- Assist Superintendent of Schools with special projects as needed.
- Monitor the operations of all departments and meet with department/functional administrators on a regular basis to review performance.
- Oversee the development of the budget for each department within area of responsibility.
- Serve as the district's Title IX coordinator and provide training for the district.
- Oversee and assist with Texas public information requests.
Human Resources: - Oversee and support the administrators who direct and manage district human resources activities to ensure legally sound and effective human resource management practices and who are responsible for the development and implementation of human resource programs to include wage and salary administration, leave administration, employee benefits, payroll, risk management, recruitment and staffing.
- Interpret and recommend personnel policies and regulations for the district.
Talent Development: - Assure that SBISD is moving toward an aligned, competency-based talent strategy, through the development of competency maps, professional learning pathways as well as career pathways for advancement.
- Oversee and support the Executive Director of Talent in the strategic plan for the district, specifically in the areas of talent sourcing, recruitment and selection, onboarding, performance management, talent development, succession planning, employee relations and compensation, benefits and risk management.
- Oversee and support the development of the district's "Grow Your Own" program, THRIVE and the Teacher Incentive Allotment programs.
Administration: - Oversee and support the Executive Directors of Administration in the strategic plan for the district, specifically in the areas of student discipline, grievances, hearings, transfers, enrollment, boundary changes, Choice lottery, student trips, student and parent issues.
- Coordinate and collaborate with Athletics and other departments to conduct the district's high school graduation ceremonies.
- Ensure policies are reviewed, revised, and implemented.
- Provide training to campus administrators to meet discipline requirements.
Athletics: - Oversee and support the Executive Director of Athletics with the management of athletics and grounds related to personnel needs, rentals, events, and special programs.
- Ensure staffing and budget needs are managed and operating to meet district standards.
- Support the Executive Director of Athletics in compliance with University Interscholastic League (UIL) regulations.
Health, Safety and Security: - Oversee the daily operations of health, safety, security, and support the police.
- Collaborate and support the Chief of Police in operational issues that arise within the Police Department and at campuses.
- Support and oversee the district nurses and campus safety officers in executing the district's Emergency Operation and Reunification Plans.
- Provide training and implement federal, state, and local policies related to health, safety, and security.
Policy Administration, Reports and Law: - Implement the policies established by federal and state law, State Board of Education and local Board policies.
- Develop and prepare monthly and annual reports as required and as requested for school board presentations.
- Review and recommend to the Superintendent appropriate policies, administrative regulations and administrative practices for functions supervised.
- Assure that schools are operating effectively to meet District goals and objectives by providing managerial leadership and direction, establishing effective organizational structures, operational policies and procedures and monitoring compliance.
- Contribute to the development of long-range and short-term goals for the District's instructional and operational programs by participating in the formulation of goals and priorities and assessing their attainment.
- Oversee the selection process and hiring of campus administrators.
- Train and manage the annual appraisal process and provide professional development related to Human Resources, Administration, Health, Safety, Security, Risk Management for campus and department administrators.
- Work collaboratively with the Associate Superintendent for Academics and Community Superintendents on leadership initiatives.
- Assure the efficient, effective operation of schools by developing and implementing sound policies, procedures and regulations.
- Participate in professional development activities to obtain current knowledge of laws, rules, regulations and practices.
Budget: - Responsible for district, state and federal budgets that support District goals related to Administration and Talent.
- Review budgets and ensure that programs are cost effective and alignment with Superintendent priorities.
- Compile budgets and cost estimates based on documented Administration and Talent needs.
Personnel Management: - Evaluate job performance of employees to ensure effectiveness.
- Recruit and retain quality staff.
Communication: - Conduct self in a professional, ethical and responsible manner.
- Enhance District communication and problem solving.
- Monitor professional research and collaborate with other district leaders to meet the Superintendent's priorities and strategic plan.
Community Relations: - Ability to articulate District T-2-4 goal specifically in the areas related to Administration and Talent to the community.
- Demonstrate awareness of District-community needs and support activities to meet those needs.
Other: - Perform all other tasks and responsibilities as assigned by the Superintendent, or as may be necessary for job effectiveness.
Supervisory
Responsibilities: Supervise and evaluate the performance of the Executive Directors in the areas of Administration and Talent.
