The Work Unit : The Regulatory Development and Engagement Unit (RDEU) within the Planning and Policy Program engages with stakeholders, develops air pollution emission reduction strategies, and develops and advocates for necessary rules before the Air Quality Control Commission (AQCC). The Unit also focuses on developing partnerships with other agencies and the regulated community to advance environmental and public health goals through the development of innovative policies, programs, and environmental projects. The Unit supports the Division in developing regulatory programs related to new and emerging issues in air quality and pollution prevention. The Unit also coordinates the adoption of necessary rules and regulations regarding air pollution sources as required under the Federal and State Acts and provides Division wide regulatory analysis and interpretive advice in implementing the requirements of the Federal rules and regulations.
What you will be doing This position exists to supervise the work conducted by the Regulatory Development Unit. Specifically, this position serves as the first line supervisor to three full time employees. Assigns tasks, monitors progress and work flow, checks the product for timeliness and correctness or soundness, establishes work standards, schedules work, including signing leave requests and approving work hours, and provides input into the second level supervisor's actions. Oversees rule development processes - ensuring emission reduction strategies are identified, translated into rule language and supporting documents, and advocated for before the AQCC. Oversees development of new programs and regulations needed to respond to legislative directives, including playing a supervisory role in coordinating with other programs within the division, units within the department, and external stakeholders.
Job Duties: Supervision - Plan, prioritize, and assign workload, and analyze and monitor workflow and progress to ensure the quality and quantity of work meets standards, deadlines for deliverables, and program goals and objectives.
- Establish work schedules, review and approve work time and absences using the automated system.
- Identify training and developmental needs, and provide training to develop skills.
- Provide feedback and coaching; write, review, and sign performance plans; evaluate and sign performance evaluations.
- Resolve employee performance problems and issues, disputes, and informal (Step 1) grievances; issue corrective actions and initiate discipline as needed.
- Write and review position descriptions, recommend promotions or demotions, changes in pay, and sign personnel action forms.
- Initiate the hiring process, provide subject matter expertise to OHR during the comparative analysis process, interview applicants, and hire employees after consultation with the second-level appointing authority.
- Maintain up-to-date knowledge of Department and Statewide policies and procedures.
Stakeholder Engagement and Emission Reduction Strategy Development This position conducts the following activities under the guidance of the Regulatory Development and Engagement Unit Supervisor:
- Oversees the stakeholder engagement on air emissions reduction strategies and development of regulatory and voluntary initiatives to realize those emission reduction strategies.
- Oversees rule development processes - ensuring emission reduction strategies are identified, translated into rule language and supporting documents, and advocated for both for criteria pollutants and air toxics.
- Oversees development of new programs and regulations needed to respond to legislative directives.
- Works with Division staff and external stakeholders to conduct outreach to inform rule development processes to ensure meaningful engagement with impacted parties, inclusion of disproportionately impacted communities, and consultation of subject matter experts.
- Engages in rulemaking activities as directed, ensuring the development of air quality related rules that are in accordance with state statute and federal requirement and coordinate with other Division programs and units on development of necessary technical analyses to support rulemakings.
- Supports the development of long-term rulemaking schedules.
Communication and Partnership Development This position conducts the following activities under the guidance of the Regulatory Development and Engagement Unit Supervisor.
- Ensure program communications align with expectations as communicated by management, including being accurate, understandable, focused on environmental and public health outcomes, and person-centered.
- Communicate regarding Unit operations with staff, leadership and other department partners; engage in department, division, and program meetings to ensure coordination; ensure management and leadership are informed of key events, federal, state and local regulatory and policy efforts in a timely manner; appropriately and professionally elevate issues to management and leadership to ensure they are informed and prepared before an action escalates.
- Represent the Unit, Program, Division, and Department in federal, state, local and community efforts including workgroups, coalitions, and standing committees.
- Communicate about a wide range of air quality issues with a divergent set of stakeholders.
- Build partnerships with local governments, NGO's, community organizations, the RAQC, EPA and other stakeholders in order to develop effective and efficient air quality regulations.
- Develop or oversee the development of strong oral and written communications that demonstrate an understanding of the purpose of the communication, the intended audience and utilize different modes of communication (informative, instructive, business and persuasive) in a variety of settings such as performance reporting, mandated reports, inspection reports, regulations or policies, guidance and compliance assistance, and communications for communities and individual consumers.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights An applicant may meet the minimum qualifications for this job in one of two ways: They may qualify through their work experience alone or through a combination of education and work experience. MINIMUM QUALIFICATIONS: Experience Only: Nine (9) years of experience in a regulatory and/or policy position, ideally related to air quality and /or permitting, compliance, or enforcement.
OR Education and Experience: A combination of related education and/or relevant experience in a regulatory and/or policy position, ideally related to air quality and /or permitting, compliance, or enforcement equal to nine (9) years
PREFERRED QUALIFICATIONS In addition to the minimum requirements, the successful candidate in this position will have the following experience:
- Previous State Service related to the work assigned to the position
- The ability to decipher complex regulatory rules and guidelines and understand their implications for air quality in Colorado.
- The ability to clearly explain verbally and in writing air quality related regulations and policies, their potential impacts, and recommendations to diverse audiences, including colleagues, stakeholders, and the public.
- The ability to build and maintain strong relationships with colleagues, cross-functional teams, other regulatory agencies, and stakeholders.
- The ability to effectively manage multiple projects, coordinating activities, managing records, setting timelines, and ensuring adherence to deadlines
