Summary The Department of Adult and Juvenile Detention is looking for a highly motivated and organized Policy & Procedure Administrator (Administrator II) to join our Administrative Services Division.
In this role, you will coordinate the policy development work for the department, to include researching and drafting new policy, overseeing policy and procedure reviews with senior management and legal counsel, and providing comprehensive reporting on the status of various efforts. This role requires the ability to coordinate and work collaboratively with a team of people across the department, as well as other stakeholders, to proactively problem-solve and implement clear, effective, and compliant policies and procedures. This position is critical to the department's mission: to provide in-custody and community-based services that are data-informed, advance safety, lead system change, and promote equitable outcomes for the people we serve.
DAJD is part of the Executive branch and includes five divisions with more than 900 budgeted employees. The department operates two adult detention facilities-the King County Correctional Facility (KCCF) in Seattle and the Maleng Regional Justice Center (MRJC) in Kent-as well as the Juvenile Division's secure detention at the Clark Children and Family Justice Center (CCFJC) in Seattle.
Job Duties The job description is an overview and is intended to describe the general nature and level of work being performed. It is not to be an exhaustive list of all the functions and tasks required of this position.
- Create, review, revise, edit, update, and manage written policies, procedures, post orders, protocols, forms, and guideline documents as assigned
- Effectively communicate with operational personnel, subject matter experts, peer agency partners, legal advisors, and leadership to capture input and ensure effective, comprehensive, and compliant policy development
- Support department teams in identifying and implementing process improvements through the development of clear and effective policies and procedures
- Support effective change management and communication of new or revised policies and procedures, and develop and provide training as assigned
- Support the assessment of internal processes and make recommendations on policy revisions to improve business productivity and performance
- Facilitate appropriate review to ensure policy compliance with applicable laws and regulations (PREA, CJIS, etc.), and provide policy materials for audits and assessments
- Research and maintain knowledge of industry accreditation standards and evolving best practices in the field of jail corrections, and propose policy updates to better align with these standards and practices
- Develop and utilize effective tracking tools to monitor and manage policy updates and compliance
- Develop and maintain effective and efficient processes for the department's management of policy updates, to include processes for review, revision, concurrence, approval, and implementation
- Maintain confidentiality and act with discretion when handling sensitive information
- Present, support and explain policies to a variety of stakeholders, including labor
- Perform other related duties as required; may be assigned to special projects
Experience, Qualifications, Knowledge, Skills A successful candidate will demonstrate the following minimum qualifications:
- Minimum of two (2) years of direct full-time experience in creating, implementing, communicating, and training others in policies and procedures
- Minimum of two (2) years of direct full-time experience working in a law enforcement and/or corrections environment
- Strong communications skills, both verbal and written, with the ability to effectively convey complex information clearly and simply to a variety of audiences
- Demonstrated experience in coordinating work that requires input with multiple stakeholders at various levels of an organization with competing priorities
- Strong organizational skills, with ability to prioritize a high-volume workload to achieve results
- Ability to perform research, gather information, and synthesize information into clear and effective policies
- Demonstrated ability to collaborate effectively with a variety of professionals and approach work with a service-mindset
- Ability to view operations from different perspectives for the purpose of developing policies that best serve the organization
- Demonstrated ability to maintain confidentiality regarding leadership level policy discussions
- Demonstrated ability to work independently, as well as in a collaborative team environment
- Intermediate or advanced proficiency in Microsoft Office 365 Suite and organizing work in a SharePoint/Teams environment
- Advanced proficiency in Microsoft Word, to include advanced formatting and editing, and assurance of version control
The most competitive candidates will have one or more of the following experiences and/or qualifications:
- Two (2) years of project management experience
- Prior experience as a uniformed police or corrections officer
- Demonstrated experience in applying continuous improvement methodologies to more effectively achieve results
- Knowledge of King County policies and procedures
- Knowledge of the King County labor environment, and the relation between policy and bargained agreements
- Experience revising, routing, and publishing policies in Power Policy or other policy management applications

WORK SCHEDULE: This position will work a 40-hour work week and is overtime eligible (provisions of the Fair Labor Standards Act). Standard work hours are Monday through Friday, 8:00 a.m. - 5:00 p.m., however, may be subject to change as otherwise negotiated with the successful applicant.
WORK LOCATION: The work associated with this position will be performed onsite.
The primary onsite work location for this position is the King County Correctional Facility in downtown Seattle. However, candidates must be willing and able to report to work at different locations in Seattle and Kent, including offices within the secured perimeter of detention facilities with potential resident contact.
Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements. Employees will be provided with a County issued laptop and, when working remotely, must maintain a workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours.
