Fiscal Officer I An Overview The Department of Transportation and Environmental Services (T&ES) is seeking a Fiscal Officer I to perform fiscal and administrative work related to grant management, budget development, aspects of accounting, auditing, and oversight of program expenditures and obligations utilizing analytical and evaluative tools. The incumbent will independently plan, organize, and carry out most assignments with minimal supervision. Special assignments are outlined by the Fiscal Officer III (Manager) and the Fiscal Officer II (Direct Supervisor) in terms of the desired end product. Written guidelines are available for use in most City/State financial management matters.
The Opportunity - Works with T&ES staff on the preparation of operating and capital budget documents, including drafting budget transfers and capital allocation requests.
- Prepares projections of year-end expenses for the department's operating and special revenue fund budgets, including meeting with department staff to discuss expenses and upcoming program needs.
- Utilizes the City's Enterprise Resource Planning (ERP) system, Munis, to facilitate procurement and payment needs, in adherence to the Virginia Public Procurement (VPPA) Act and General Accepted Accounting Principles (GAAP).
- Conducts spot check audits of the department's general ledger in Munis based on existing quality parameters and reviews and approves fiscal actions in the financial management system.
- Manages grant reimbursement billings for federal and state funding, overseeing individual grants or entire grant portfolios, and ensuring timely submissions aligned with projected grant budgets.
- Develops and maintains a system to track and manage grants applied for and awarded, ensuring compliance with grant requirements and preparation for audits, while maintaining Grant Standard Operating Procedures (SOPs) to ensure compliance and adherence.
- Assists department staff with all fiscal needs, troubleshoot problems and provide advice and direction, while simultaneously working as a liaison with the City's Finance Department.
- Proficient in Microsoft Excel, including creating pivot tables and analyzing financial data through complex spreadsheets.
- Performs additional duties as required to support the department's financial management and grant administration needs.

Minimum & Additional Requirements Four-Year College Degree and completion of college-level courses in the principles and theories of accounting, budgeting, procurement, contracting, human resources management, training or related administrative management experience in the subject matter area; one year of experience in progressively-responsible positions involving public administration, including some experience in public financial planning and administration; or any equivalent combination of experience and training which provides the required knowledge, skills and abilities.
Preferred Qualifications To qualify for this position, all candidates must possess a Bachelor's Degree and completion of college-level courses in the principles and theories of accounting, budgeting, procurement, contracting, human resources management, training or related administrative management experience in the subject matter area; one year of experience in progressively- responsible positions involving public administration, including some experience in public financial planning and administration; or any equivalent combination of experience and training which provides the required knowledge, skills and abilities.
To be considered as an ideal candidate, one should have at least two years of experience related to grant reimbursements, fiscal management.
