Snohomish County Public Works is seeking a qualified and team-oriented individual to fill a key Safety and Training Administrator position in the Road Maintenance Division.
As the Safety and Training Administrator you will develop, facilitate, and oversee safety, training, mentoring, onboarding, and employee retention programs to increase competencies and performance of staff at all levels of the Road Maintenance Division. Additionally, the Safety and Training Administrator will:
- Create, document, and perform/facilitate safety education, equipment, and related regulatory training.
- Conduct and/or facilitate individual and group training sessions in both field and classroom settings.
- Oversee onboarding and continuing education of all Road Maintenance employees.
- Develop training and testing procedures for Division certification programs.
- Accurately track Commercial Driver's Licenses (CDL's), endorsements, certifications, CDL medical examiners certificates, and training records.
- Ensure compliance with regulations and safety standards as they change or are updated within the industry.
- Develop and maintain databases, ensuring data accuracy, notifying management of potential issues, and producing an annual training report.
This position also serves as the main point of contact for risk management, safety compliance, and resident claims. This requires working closely and cooperatively with division managers, staff, risk management, other county departments/divisions, vendors, human resources, and the prosecuting attorney's office.
We are looking for an effective communicator with strong organizational skills and advanced Excel proficiency to fill this vital role. The ideal candidate will also have familiarity creating educational material, conducting training in both field and classroom settings, and understand related federal, state and local rules and regulations.
Work Schedule
This position works a four (4) day per week, Monday - Thursday, 6:30a.m to 5:00p.m. schedule at our Cathcart Way Operations Center (CWOC) located in Snohomish. This position may have an opportunity for remote work one (1) day per week, after a significant training period and based on job proficiency and performance.

Job Duties BASIC FUNCTION
Develop, facilitate, and oversee safety, training, mentoring, onboarding, and employee retention programs for the assigned department or division. Evaluate and conduct equipment, tools, job task, safety, and mandated training programs. Assess training needs; work with management and staff to design and develop standard operating procedures, provide training, track L&I incidents, accidents and injuries and implement programs to maintain, enhance or develop the required skills.
STATEMENT OF ESSENTIAL JOB DUTIES
- Leads and/or performs division-wide training programs on equipment, tools, job task, safety and oversees onboarding and continuing education of new employees.
- Develops and implements safety education and accident prevention programs specific to the department or division.
- Conducts and/or facilitates training classes; creates, assesses, and evaluates training programs, and promotes resources for employee professional development.
- Develops training work plan and budget; oversees safety, accident prevention and training programs to achieve goals within budgeted funds and available personnel and resources; oversees, coordinates, evaluates program plans, future needs, goals and objectives.
- Tracks employee licenses, endorsements, certifications, medical cards and trainings developing and maintaining databases to ensure accuracy; notifies management of potential problems and/or shortcomings; produces an annual training report.
- Develops training and testing procedures for all certification and specialty programs related to the assigned department or division; researches and monitors regulatory requirements that apply to employees and the work; incorporates federal, state and county policy and other laws, rules, and regulations into the development of training programs.
- Collaborates with management and other County Departments/Divisions to prepare training requests for proposals; evaluates vendor responses and prepares summary reports and administers contracts for vendors.
- Reviews root-cause analysis for reported near-misses, incidents, and accidents; updates training programs as required to improve workplace safety; tracks, analyzes, and provides accident reports, metrics, and statistical analysis; makes recommendations to management to improve employee and customer safety; acts as a liaison with Risk Management.
- Creates and develops training library and resources for department- or division-specific training using a variety of methods such as classes, webinars, videos, Wikis, visual aids, instruction manuals, standard operating procedures, tasks, exercises, and mentoring. Ensures course curriculum, content, design, and delivery methods are current, relevant, efficient, and maximize the use of new technology. Identifies sources of outside professional/technical training; develops training contracts and monitors contract compliance; and recommends training resources for department specific training requests.
- Designs and implements effective onboarding, training, and mentoring approaches to maximize transfer of knowledge and skills during the onboarding process and ensure a positive onboarding experience; builds a sense of professionalism and positive attitude amongst staff; familiarize new employees with safe work practices and Division expectations.
- Collaborates with management to develop and implement an employee retention program to ensure an educated, safe, skilled workforce for the future of the assigned department or division.
- Maintains confidentiality of records, reports and/or information deemed to be sensitive in nature. A confidentiality agreement is required.
- Performs site visits and training program reviews with similar external agencies and vendors to maintain current industry standard training related to County owned tools and equipment.
- Serves on safety committees and/or accident review boards as required.

Minimum Qualifications An Associate's degree in safety, training, organizational development, human resource management or related field; AND, four (4) years of experience in safety, training, or education in an environment relevant to the assigned department or division: OR, any equivalent combination of training and/or experience that provides the required knowledge and abilities. Must pass job related tests.
SPECIAL REQUIREMENTS
- A valid Washington State Driver's License is required.
- A First Aid/CPR/AED certification is required within the first six (6) months of employment.
- When assigned to the Solid Waste Division or Road Maintenance Divisions, a valid State of Washington Traffic Flagging Card or ability to obtain within 6 months of employment.

SUPERVISION
The employee receives general direction from an administrative superior. The work is performed with considerable independence and performance is reviewed through regular meetings, status reports and measurable results.
WORKING CONDITIONS
The work is often performed in an office environment with frequent field trips to work sites located throughout Snohomish County. The work may require regular use of personal protective equipment and the ability to perform occasional strenuous activity. In the field, the employee is frequently exposed to a variety of hazards such as working around heavy equipment and is exposed to dust, fumes, grease, strong odors, inclement weather, etc. The employee may be required to work evenings, weekends, and holidays as necessary.
