General Description and Classification Standards:
This position is responsible for managing the City's Stormwater Compliance Division in an effort to serve the citizens by protecting watersheds and ensuring compliance with Federal, State, Regional, and Local laws, regulations and requirements related to stormwater discharges. This is an experienced managerial level position charged with the responsibility for ensuring compliance and enforcement associated with the City's MS4 Stormwater Permit, Stormwater Management Plan, Environmental Protection Agency, Environmental Protection Division, Metropolitan North Georgia Water Planning District, Post Development/Green Infrastructure Ordinance and the First Amended Consent Decree Creek Crossing/Right-of-Way Inspection Program. Position manages a large group of employees, typically with intermediate supervisors, or a smaller group of specialized professional employees. Areas of responsibility are typically unique within the department. Position differs from Manager I level in size, impact, or technical complexity of the activities managed.
Supervision Received:
This position requires you to work independently and reports to the Inspections and Monitoring Director when necessary approvals or other direction is required. Direction received is general and focuses more on long-term and short-term operating objectives, managerial effectiveness, and operating results. This level would be considered "middle" management.
Essential Duties and Responsibilities:
These are typical responsibilities for this position and should not be construed as exclusive or all inclusive.
• Manages Stormwater Compliance personnel responsible for compliance and inspection related task.
• Ensure most recent MS4 Stormwater permit requirements are implemented, and general stormwater management, inspections, enforcement and reporting activities are compliant.
• Protect watersheds by ensuring compliance with Federal, State, Regional and Local laws, rules, regulations and requirements associated with stormwater discharges, NPDES permit compliance and surface water quality for the benefit and safeguarding the public infrastructure and the natural environment.
• Assign work responsibilities to staff, function as expert on departmental metrics, processes and objectives, evaluate and recommend resolutions.
• Provide training, coaching and mentoring to all assigned staff; Manages, supervises and directs staff, functions, operations, programs, classes, seminars and budget for departmental training.
• Prepare monthly, quarterly and annual reports as needed; manage departmental budget expenditures and funds appropriately.
• Develop and distribute departmental reports and justifications for budgets and expenditures.
• Interact effectively with upper management, elected officials, contractors, inter-jurisdictional customers, and other stakeholders to maintain effective working relationships.
• Assist in drafting, implementing, and updating policies and procedures to improve business processes, track changes, and communicate procurement and contract administration updates.
• Perform personnel management responsibilities including approving payroll, conducting employee evaluations, hiring, discipline, and ensuring necessary resources for job assignments.
• Conduct performance reviews of key organizational areas and critical functions to identify key performance indicators and recommend improvements.
• Manage work schedules, leave requests, and payroll inquiries for personnel.
• Mitigate and troubleshoot issues between employees, teach staff to accomplish tasks
• Handle departmental budget, purchasing, and equipment repair.
• Assist Deputy Commissioner in managing staff associated with environmental compliance projects, coordinate activities, and serve as a liaison with regulatory agencies.
• Work with external vendors to develop partnership agreements, fostering collaboration and resource sharing.
• Optimize limited resources to gain greater operational efficiencies.
• Manage the Stormwater Sampling Team to ensure compliance with MS4/NPDES permit.
• Manage the Post Development Green Infrastructure Team to ensure compliance with city ordinances.
• Manage the Creek Crossing Right of Way Team to ensure compliance with the Consent Decree.
• Review and schedule various water quality sampling and results.
• Ensure Notices of Violation and Citations reviewed, court sessions attended.
• Ensure teams are properly trained to conduct inspections and have adequate equipment.
• Establish departmental inspection groups and schedule inspections.
• Provide sampling data and analysis for internal and external reports.
• Coordinate with other departments to resolve stormwater-related issues and address customer complaints.
• Respond to requests for information from the Commissioner's Office and track various activities.
• May perform other duties as assigned.

• Has general knowledge of applicable ordinances, policies and regulations pertaining to the specific duties and responsibilities of the job.

• Ability to keep abreast of any changes in policy, methods, and operations, as they pertain to departmental inspections operations and activities.

• ability to establish and maintain effective working relationships with professional colleagues, employees and representatives of other public agencies.
Minimum Qualifications:
Education and Experience -
Bachelor's degree with a major in a Science related field such as Environmental Management, Biology, etc. or related area with keen knowledge and experience in water quality management (Additional years of professional experience may be considered as a substitute for the required degree on an exceptional basis, with a minimum of nine (9) years of work experience in Environmental Management, Water Management, Compliance, or Policy role, including supervisory/management experience).
Five (5) years of work experience in Environmental Management, Water Management, Compliance, or Policy role, including supervisory/management experience.
Licensures and Certifications - Must possess a valid Georgia Drivers' License at the time of appointment. License must remain valid while in this classification.
Must obtain and maintain status as a Code Enforcement Agent, as certified by the Atlanta Police Department
Work Environment:
Requires availability outside of normal work hours due to major spills and/or environmental issues. Requires office and field work.
Lifting Requirements:
Light work: Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force to move objects.
