General Statement of Duties Under general direction from the Fire Chief, this officer serves the Fire Chief in both staff and line functions. This employee assists in formulating inspection, fire prevention, protection, and firefighting procedures; personnel rules; budgets; public relations and other programs. Responds to extra alarm fires. Performs related duties as required.

Knowledge of: Modern firefighting principles, practices, and strategies, manpower and equipment requirements, and high rise firefighting techniques.
Department rules, regulations, and procedures including the union contract and grievance procedure, general orders and memoranda, personnel policies, and how to complete required forms and reports.
Apparatus, tools, and equipment, their capabilities, and proper placement.
The nature and effect of various flammable and volatile materials, types of equipment and extinguishing agents needed to contain them, and symbols and placarding for hazardous materials.
Methods and procedures for investigating causes of fires.
Management and supervision principles, including delegation principles, performance evaluation standards, training techniques, and motivational theory.
Overall major disaster plans and procedures.
Building construction principles.
The City of Cincinnati, i.e., geography, types of buildings, housing industry, and firefighting problems peculiar to each area.
Where to locate fire prevention and building codes including egress requirements, hazardous material storage and handling requirements, and required water supplies.
Ability to: Lead subordinates and give orders effectively especially under emergency conditions.
Analyze situations quickly and correctly to adopt effective and reasonable courses of action.
Put into practice technical firefighting principles and techniques.
Coordinate firefighting operations with other agencies.
Make an effective size up of an emergency to determine if more manpower is needed and to determine hazards to firefighters and direct operations accordingly.
Interpret department rules and regulations and procedures.
Maintain discipline, evaluate grievances fairly and properly, and counsel subordinates with their problems.
Communicate effectively with supervisors and subordinates, both orally and in writing.
Maintain proper records and complete forms properly.
Plan, schedule, and anticipate potential problems.
Prioritize, delegate, and effectively manage time.
Estimate future needs of manpower, equipment, and supplies based on previous usage, turnover, etc., and to justify such needs in writing for budget requests.
Work with others to solve problems and to organize and conduct effective meetings.
Establish effective bureau policies.
Analyze administrative problems and adopt an effective course of action in a timely manner.
Develop, implement, and evaluate new and revised methods, procedures, and performance standards.
Evaluate the impact and effectiveness of new or revised programs or current programs.
Motivate, support, and instruct individuals to accept or cooperate with department and management rules, policies, and procedures.
Delegate assignments to others to insure that projects are completed efficiently and in a timely manner.
Exercise management control by coordinating and providing general direction to others, including providing coordination and guidance to District Chiefs.
Required Education and Experience Each applicant must have five (5) years of progressively responsible supervisory and managerial experience (excluding riding above grade) with a professional fire department in a metropolitan city with a population of more than 300,000.
Associate's degree is required. Bachelor's degree from an accredited college or university in fire science, emergency management, public or business administration, or related field is preferred.
OTHER REQUIREMENTS Each applicant must have a valid Ohio Driver's License.
Employee must be willing to work irregular hours.

Must obtain an Ohio Certified Emergency Medical Technician -- Basic certification, within 1 year of appointment.
Must obtain an Ohio Firefighter 1/Firefighter II certification within 1 year of appointment.
Must obtain an Ohio Fire Safety Inspector certification within 1 year of appointment.

Assumes duties of the Fire Chief, in the Chief's absence, when so assigned.
Responds to emergencies and other important matters requiring attention.
Performs overall planning, sets policy for, and supervises the Bureau to which assigned, which may be any one of the following four areas: Operations, Administration, Training and Personnel, Fire Prevention or Emergency Management.
Promulgates orders and directives of the Fire Chief and supervises the carrying out of same.
Supervises overall firefighting operations and the maintenance of an effective firefighting force and may investigate causes of fires.
Evaluates manpower and equipment to determine availability and readiness for emergency calls.
Provides overall supervision and coordination of fire division emergency medical services.
Supervises the effective maintenance of Fire Department records and reports.
Performs public relations and handles both written and verbal correspondence relating to the Bureau and as directed by the Fire Chief.
Trains or arranges for training of subordinate personnel.
May perform various aspects of budget preparation, attends and conducts meetings, and serves on committee to solve problems, institute new procedures, etc
Reviews and analyzes reports, records, and directives and confers with supervisory personnel to obtain data and information required for planning department activities.
Assigns or delegates responsibility for specific work of functional activities and dissemination of policy to subordinate personnel.
Coordinates activities of the division or sections in the division with interrelated activities of other sections or divisions to insure optimum efficiency and economy.
Prepares reports and records on divisional activities for management.
Evaluates current procedures and practices for accomplishing activities and functions; develops and implements alternate methods designed for improvement of work.
May be subject to working on-call as directed by the Fire Chief.

Flexible Benefits Plans Healthcare Flex Spending Account
City employees can participate in the Healthcare Flex Spending Account that can be used to pay out-of-pocket medical, prescription, dental, and vision care expenses for employees and family members.
Dependent Care Flex Spending Account
City employees can participate in a Dependent Care Flex Spending Account that can be used to pay work-related dependent care expenses. Participants can set aside money each year through pre-tax payroll deductions to pay for these expenses.
Transportation Expense Reimbursement Account
City employees can participate in a Transportation Expense Reimbursement Account (TERA) that can be used to reimburse expenses related to traveling to and from work. Participants can set-up a pre-tax payroll deduction up to an IRS regulated amount.
Healthy Lifestyles Program City employees can voluntarily participate in a wellness incentive program that encourages and rewards employees and their spouses/equal partners for making positive choices for better health. The City of Cincinnati will contribute up to $300/year to a Health Reimbursement Account for each the employee and their spouse/equal partner for meeting specified program goals. These dollars can be used to offset qualified out-of-pocket medical expenses.
Integrated Health Reimbursement Arrangement (HRA) This is a voluntary program that serves as an alternative healthcare option to traditional medical plans. If you have alternate group health coverage available to you through a spouse, equal partner, another job, or a non-city retirement plan, you may be eligible for this plan which reimburses you for the difference in premiums between the plans and your covered out of pocket expenses on the other plan.
Retirement Plan The City provides a defined benefit pension plan for part-time and full-timeemployees. New hires and re-hired employees are required to participate in the City of Cincinnati's Retirement System (CRS), regardless of previous participation in an Ohio State pension system or any another state or federal pension system. CRS is funded by employer and employee contributions, and investment returns from plan assets. CRS provides retirement and health care benefits subject to eligibility requirements. The following groups are excluded from participation in CRS: Mayor and Members of City Council; Sworn Police & Fire; Police Recruits; and Rehired Ohio Police & Fire Retirees.
Deferred Compensation As an Ohio government employer, the City offers employees the ability to participate in a 457(b) tax-deferred retirement savings plan. The City makes an annual match to your 457(b) of up to $750, or as otherwise specified in applicable regulations and union contracts.
