Job Summary The City of Santa Monica seeks a Senior Administrative Analyst for its Youth and Families Unit to lead strategic efforts that promote child and youth development through innovative programming and interagency collaboration. This role involves overseeing grant-funded initiatives, tracking performance metrics, and driving continuous improvement across local social systems. The ideal candidate possesses deep knowledge current issues impacting vulnerable communities - such as immigration rights, supports and policies - with the ability to advocate for immigrant families and support culturally responsive services. Fluency in Spanish is strongly preferred for community engagement and equity-focused outreach. JOB SUMMARY: Monitors, develops, and recommends policy in program areas relating to youth and families and the Santa Monica Cradle to Career initiative. Plans, organizes, conducts, and implements complex administrative projects related to the City's network of services for youth and families.
Representative Duties Develops, implements and coordinates programs, typically in compliance with local, state, and federal regulations related to youth and families. Formulates program/project policies and procedures.
Evaluates and monitors program effectiveness. Develops recommendations to increase effectiveness of programs. Performs cost/benefit analysis.
Monitors the status of youth and families projects and initiatives.
Assists in the administration of the City's Human Services Grants Program specific to youth and families, including the establishment of funding priorities and recommendations with respect to the Santa Monica Cradle to Career initiative.
Works with City Departments and Divisions, the Santa Monica-Malibu Unified School District, Santa Monica College, non-profit service providers, other community organizations, and members of the public to ensure the effective coordination of youth and family services, consistent with policies adopted by the City.
Plans, organizes and directs special programs and projects in the area of youth and families, which may include youth workforce development, programs for opportunity youth, and wellness center planning and implementation at the high school level.
Provides technical assistance to non-profit organizations on program development, policies and procedures, project budget, documentation and data collection, program outcomes, and other administrative and fiscal areas.
Works with regional youth and families organizations and entities to ensure alignment and approach to youth and family services and policy across the region.
Act as a resource on issues related to youth and families, keeping abreast of current trends, research, innovations and developments, including relevant federal, state and local legislation in areas such as health, mental and behavioral health, education, employment, and childcare.
Collect, assess, and make recommendations on data and data systems as it relates to youth and families in Santa Monica, which may include production of the Santa Monica Cradle to Career Youth Wellbeing Report Card. Work closely on data needs and assessment with division admin team as well as other City departments, including Wellbeing Project staff.
Provides information and assistance to the public, City Departments, commissions, task forces, Santa Monica Cradle to Career working groups, and other organizations and staff on youth and families various programs and initiatives.
Researches information, conducts quantitative and qualitative analyses and prepares reports as required.
May participate in regional professional organizations to promote City programs.
May investigate and recommend potential outside funding sources for local youth and families programs. May prepares grant applications and accompanying reports.
Analyzes applicable laws and keeps informed of current regulations and guidelines as well as similar programs outside of the city.
Prepares recommendations for the City Manager and City Council consideration.
Makes presentations to Boards, Commissions, neighborhood groups, business groups and others on issues relating to youth and families and the Santa Monica Cradle to Career initiative.
Trains, supervises, assigns and evaluates the work of staff, as assigned.
Performs other related duties, as assigned.

Education, Training and Experience: Graduation from an accredited college or university with a Bachelor's degree in Public or Business Administration, or in an area related to youth and family services. Three years of recent, paid work experience which has included performing research, analysis, report writing and program development implantation and evaluation in an area of youth and family issues. One year of recent, paid budgetary and/or project management experience is highly desirable.
Licenses and Certificates: Possession of a valid class C driver license.
