Description/Summary Under general direction of the Green County Board of Supervisors, the County Administrator serves as the county's chief administrative officer under State Statute 59.18, and is responsible for directing all managerial and administrative functions of the county, except those functions vested in boards, commissions, or other elected officers.
Essential Duties and Responsibilities ESSENSTIAL DUTIES AND RESPONSIBILITIES including the following:
- Administrative and Management Functions:
- Coordinate and direct all administrative and management functions of county government (except those vested by law in boards, commissions, or other elected officers, as per Wis. Stats. 59.18(2)(a)).
- Administer and enforce county ordinances and applicable state and federal laws.
- Implement administrative policy to ensure compliance.
- Personnel Management:
- Appoint and supervise county department heads (excluding elected Constitutional Officers, as per Wis. Stats. 59.18(2)(b)).
- Responsibilities include:
- Interviewing and hiring
- Overseeing work, programs, and projects
- Appraising performance
- Rewarding and disciplining employees
- Addressing complaints related to department heads.
- Fiscal and Financial Management:
- Oversee and direct the fiscal and financial management of the county.
- Formulate, prepare, present and monitor the annual county budget.
- Coordination of County Functions, Service Evaluation and Improvement:
- Continuously evaluate the levels of service provided by county departments.
- Recommend the establishment or modification of policies, procedures, or operating standards.
- Recommend improvements or reorganizations for county operations, or abandonment of old unnecessary functions.
- Goal Setting and Monitoring:
- Set and monitor goals and objectives for county departments.
- Propose actions to the county board that will enhance efficiency, productivity, and overall improvement of county operations.
- Legislative and Administrative Awareness:
- Monitor, review, and keep the county board informed of state and federal legislative, judicial, and administrative developments that may impact the county.
- Solicit board opinions, draft responses, recommend amendments, and support legislation.
- May represent the county at state legislative meetings, hearings, or engage in lobbying efforts.
- Spokesperson and Representation:
- Serve as the chief administrative spokesperson for the county in coordination with the Green County Board Chairperson (chief elected spokesperson).
- Coordinate administrative business with federal, state, and local officials.
- County Board Involvement:
- Prepare the monthly County Board agenda and packet.
- Attend county board meetings and contribute in an appropriate manner as the county administrator.
- Execute county board orders and supervise compliance.
- Serve as an ex-officio member of standing committees of the county board and attend meetings when necessary.
- Coordinate, prepare, and research reports for the county board as requested.
- Act as a resource for the county board and committees, preparing materials for public hearings, investigative reports, etc.
- Bargaining and Negotiation:
- Work with the bargaining committee and act as the negotiator for all county bargaining sessions.
- Prepare necessary data, represent the county, and write briefs for arbitration hearings.
- Resolution and Ordinance Drafting:
- Draft resolutions for county board consideration.
- Instruct Corporation Counsel to draft necessary ordinances for county board consideration.
- Strategic Planning and Capital Improvement:
- Direct, monitor, and enact strategic planning initiatives.
- Develop, monitor, and enact county-wide capital improvement plans.
- Exercise vision and creativity in county planning, coordination, and problem-solving.
- County Insurance Program Management:
- Administer the County Insurance program, including property, liability, public employee bonds, elected official bonds, and workers' compensation.
- Evaluate insurance needs and manage the bidding process for insurance contracts.
SUPERVISORY RESPONSIBLITIES This position serves as the direct supervisor of all County Department heads as well as any staff assigned to the County Administrator Department.
Qualifications QUALIFICATIONS To perform this job successfully, and individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.
EDUCATION and/or EXPERIENCE - Bachelor's degree in business, finance or public administration or closely related field required, Master's degree preferred.
- Minimum of 5-10 years of management, supervisory and administrative experience in business, industry or government; financial management experience in a large organization required
- Experience in local, county or municipal government operations and administration preferred.
- Competency and demonstrated experience in developing and monitoring large complex budgets.
- Experience working with State and Federal programs and funding streams.
- Knowledge of State and local government legislative procedures.
- Experience effectively navigating community, intergovernmental, civic organizations and special interest groups.
CERTIFICATES, LICENSES, REGISTRATIONS - ICMA credential management certificate preferred.
- Valid driver's license
Other LANGUAGE SKILLS - Effective oral, written and interpersonal communication skills.
- Ability to develop, interpret, and implement regulations, policies, procedures, written instructions, general correspondence, and other specific department correspondence.
- Ability to make effective and persuasive speeches and presentations on all topics, including very complex topics.
- Ability to read and analyze complex documents.
MATHEMATICAL SKILLS - Ability to calculate figures and amounts and other complex financial and budgetary functions.
REASONING ABILITY - Ability to analyze complex administrative information and issues, define problems, evaluate alternatives and recommend methods, procedures and techniques for the resolution of issues.
- Ability to effectively utilize the principals of strategic and long and short-term planning.
- Ability to research and analyze detailed information and make appropriate recommendations.
- Ability to apply sound judgement and discretion in performing duties, resolving problems and interpreting policies and regulations.
