This position is a 260 total paid days position offering single subscriber medical, dental, and vision benefits. SALARY RANGE: This position is on the NonUnion Salary Scale, Grade W, $104, ,100.18 per year.
GENERAL JOB FUNCTION: The Director of Business Operations directs the flow and oversees the ongoing accounting, bookkeeping, and recordkeeping functions of the department. She/he also directly fulfills a wide range of business-related tasks and ensures that all departmental work is accomplished according to established standards and applicable timelines. This role is responsible for the coordination of accounting and auditing, accounts payable, accounts receivable, purchasing, finance system management, property tax information, and the coordination of budget development and monitoring.
ESSENTIAL FUNCTIONS: - Coordinates budget development, including multi-year projections, proposed and revised budgets, monitors budget activity, provides oversight of payroll and benefit budgets and allocations, presents budget information, and provides training to administrators and staff.
- Supervision of final grant closeouts and reimbursement requests as determined by state or other grant providers.
- Provides direct assistance to auditors engaged in the examination of District books, accounts, business procedures, etc.
- Remains current in Michigan school accounting procedures and principles.
- Audits various local district reports for accuracy, resolves discrepancies, and submits reports, as required, to the Michigan Department of Education.
- Assumes responsibility for investment transfers and transactions for the district.
- Prepares periodic and end-of-year financial statements which accurately reflect the financial condition of the District.
- Supervises the various accounting, bookkeeping, and recordkeeping functions of the department, including but not necessarily limited to:
- Payroll preparation
- Journal entries
- Accounts receivable
- Purchasing
- Accounts payable
- Fund transfers
- Cash receipts
- Employee benefits
- Inventory control
- Computerized accounting/records
- Bank statements
- MUNIS security and account access
- Conducts training for staff and local districts related to various accounting and cost management issues.
- Complies with record retention guidelines as determined by the state.
- Coordinates accounting and general ledger functions, in accordance with Generally Accepted Accounting Principles (GAAP), Michigan Department of Education Accounting Manual and Audit Manual, and federal Uniform Guidance.
- Responsible for property tax management, including taxable value reconciliations, reporting, allocation of tax revenue, and monitoring of revenue and balance sheet accounts.
- Responsible for financial reporting, Michigan Department of Education FID reports and required website and Transparency reporting.
- Continually evaluates internal controls and systems/procedures to ensure effective and appropriate financial management.
- Directs and supervises assigned Business Office staff. Determines staff training and development needs and oversees the development and delivery of opportunities and experiences which enable staff to maintain and enhance skills and capacities to serve.

MINIMUM QUALIFICATIONS: - No physical or mental restrictions that would, with reasonable accommodation, prevent performance of the essential job functions and responsibilities.
- Possession of a Bachelor's degree or better in accounting, business administration, or a related field.
- A working knowledge of Generally Accepted Accounting Principles, State School Accounting Manual, personal computers, and spreadsheets.
- Planning/Organizational Skills - The Director of Financial Services requires strong organizational skills to ensure that workflow remains smooth, is coordinated appropriately, and is completed in a timely fashion.
- Problem Solving Skills - The ability to recognize, analyze, and propose solutions to departmental operational problems is very important to this position.
- Multi-Tasking Skills - An ability to simultaneously work with various staff and to coordinate multiple grants within the MAISD is essential.
PREFERRED QUALIFICATIONS: - MSBO Chief Financial Officer (CFO) certification, or eligible to obtain such certification.
- Certified Public Accountant (CPA).
- Masters Degree in accounting, finance or related field.
- Successful experience in a school or service agency as an accountant or bookkeeper.
- Successful experience as a supervisor of accounting or bookkeeping personnel.

NOTABLE PHYSICAL REQUIREMENTS: Some light lifting and moving of supplies or equipment may occasionally be required.

OPPORTUNITY FOR ADVANCEMENT: Advancement would only be, with proper credentials, to the Associate Superintendent position.
WORK LOCATION(S): This position is based at the Muskegon Area Intermediate School District administrative office building.
TRAVEL/OVERTIME EXPECTATIONS: Overtime is not an option for employees in this classification. Some travel is to be expected, both within the county and elsewhere within the state.
