Summary This is a continuous posting with a best consideration date of August 15, 2025. The hiring range for this position is $88,790.38 - $143,840.46, annually commensurate with experience. This position is telework eligible after six (6) months of successful employment. Charles County Government is seeking an experienced Assistant Chief to assist the Chief of Codes, Permits, and Inspection Services in managing the division and serving as the authorized representative during their absence. The Assistant Chief will provide policy development and policy direction to staff and assign responsibility for major functional areas within the division.
Essential Job Functions - Assumes the duties of or to represent the Chief of CPIS during temporary periods of absence.
- Supervises staff and assigns and reviews work; takes actions to adjust work, staffing and operations to meet requirements. Selects, trains, and evaluates staff, and takes appropriate actions to improve performance when necessary. Initiates actions regarding hiring, transfer, promotion, payroll, leave, performance, and other personnel actions. Monitor staff functions and initiate appropriate corrective actions, as necessary.
- Develops, reviews, and evaluates studies, reports, requests for proposals and makes recommendations or takes appropriate actions.
- Assists with administration and preparation of the divisional budgets.
- Analyzes fees and charges to ensure appropriate collection of revenue to support division expenses.
- Develops and monitors performance measures and makes recommendations for improvements to ensure performance goals are being met.
- Reviews staff use of the permitting, license, and code enforcement software to ensure the efficient processing of workflows. Makes recommendations for system improvements and automations to improve production and processing of work.
- Develops policy and procedures, provides policy direction to staff, and develops and manages assigned budget.
- Reviews staff findings regarding a particular application. Resolves questions regarding an applicant's submission. Reviews codes, ordinances, procedures, precedent cases, and regulations impacting a pending application. Ensures the consistent performance of staff in interpretation of policy and code.
- Participates in training and coordination of work programs with inter-County agencies and outside interests. Participates in work sessions and hearings before elected officials and appointed boards.
- Reviews County-wide proposals, programs and plans.
- Assists with preparing and reviewing bid proposals for engineering, architectural, and inspection services and manages such contracts.
- Meets with parties involved to discuss and clarify issues and explain requirements; advises and assists parties on how to achieve compliance with applicable rules and regulations.
- Ensures staff maintenance of project files and records and preparation of related reports including graphic materials, maps and other illustrative materials as necessary.
- Serves as final authority in decisions regarding specific project or case management decisions.
- Performs field visits and site inspections when necessary.
- Serves on boards and committees and work groups as assigned, providing technical support and assistance, often representing the County on a regional or state-wide basis. Makes presentations before County Commissioners and public.
- Implements updates to various applicable County plans, ordinances, specifications, and details.
- Performs other related job duties as assigned.
Qualifications, Knowledge, Skills, and Abilities Education and Experience: Bachelor's degree in Business Administration, Management, Architecture, Engineering, or related field. Five (5) years of progressively responsible managerial experience that includes supervisory experience in architecture, engineering, construction, or inspection environment, or an equivalent combination of education, experience and training.
Licenses or Certifications: Must possess a valid driver's license.
This position is required to receive climate competency training level 2.
Special Requirements/Qualifications: Subject to work beyond the normal scheduled hours of work.
Knowledge, Skills and Abilities: - Knowledge of the concepts and techniques of engineering as applied to developer projects, construction and inspection.
- Knowledge of effective methods and techniques of organizing and managing engineering and inspection services.

- Knowledge of building codes and their administration.
- Knowledge of building and trade codes, planning and zoning ordinance, State permitting regulations, and development services requirements for the County.

- Ability to organize and direct codes, permit, inspection, and enforcement programs.
- Ability to analyze problems and take or recommend appropriate technical actions.
- Ability to represent the County and take or recommend official actions as County representative regarding construction of infrastructure, buildings, and inspection and zoning enforcement.
- Ability to enforce the County's building and zoning codes and investigate complaints relating thereto.
- Ability to communicate effectively orally and in writing.
- Ability to establish and maintain effective working relationships with others encountered in the work.
Additional Information PHYSICAL DEMANDS The work is sedentary with frequent periods of light physical activity, and is performed in office and field surroundings. Typical positions require workers to walk or stand for long periods; walk over uneven terrain; lift and carry up to 20 pounds; climb stairs, bend, reach, hold, grasp and turn objects; and use fingers to operate computer or typewriter keyboards. The work requires the ability to speak normally and to use normal or aided vision and hearing.
