Ontario Health's Data Holdings Strategy & Implementation team is seeking a Senior Business Analyst to support the Digital Health Information Exchange (DHIEX) Program. This program leads the implementation of provincial regulations related to health data interoperability, including defining specifications, engaging vendors and health information custodians (HICs), and ensuring compliance through structured monitoring and certification.
The Senior Business Analyst will play a key role in advancing the DHIEX mandate by leading complex business analysis activities, shaping regulatory deliverables, and supporting the integration of digital health assets across Ontario's health ecosystem. This role requires strategic and technical expertise, stakeholder engagement, and coordination across governance, certification, and standards teams.
Here is what you will be doing: - Lead the creation, maintenance, and refinement of interoperability specifications aligned with DHIEX regulatory requirements.
- Translate regulatory mandates into actionable business and technical deliverables for digital health product teams.
- Collaborate with internal teams, vendors, and HICs to gather input, align expectations, and ensure compliance.
- Support the design and execution of conformance testing and certification processes.
- Monitor digital health assets for compliance and provide guidance to stakeholders on addressing non-compliance.
- Prepare and maintain onboarding materials, evaluation checklists, and service gating tools.
- Identify and mitigate risks related to compliance, certification, and stakeholder alignment.
- Work with architects and standards leads to embed DHIEX requirements into broader data architecture initiatives.
- Design tools and workflows to streamline onboarding, certification, and reporting processes.
- Mentor junior analysts and contribute to consistent documentation and analysis practices.
- Collaborate with cross-functional teams to support product delivery and operational efficiencies.
- Lead user forums and research activities to understand evolving stakeholder needs.
- Recommend and implement changes to product features, procedures, and business intelligence tools.
- Maintain deep understanding of product policies, standards, and domain knowledge; support knowledge sharing across teams.
- Develop and maintain documentation including workflows, use cases, training materials, and system guides.
- Support integration of data sources while ensuring data quality and accessibility.
- Facilitate stakeholder engagement and communication plans to ensure awareness and buy-in.
- Provide business and technical input for test plans and support execution with clinical and business teams.
- Educate stakeholders on Ontario Health policies and digital health concepts.
- Drive momentum through effective elicitation of requirements and adaptive engagement strategies
Here is what you will need to be successful: Education and Experience: - Bachelor's degree in Business, Health, Engineering, Computer Science, or related field, or equivalent experience.
- 5+ years of experience in business analysis, process design, and documentation.
- Experience in IT business analysis, data analysis, and business intelligence.
- Strong knowledge of SDLC, process mapping, and project delivery in matrix environments.
- Proficiency in tools such as Confluence, JIRA, SQL, VBA, SharePoint, and MS Office.
- Familiarity with health informatics, PHI standards, and Ontario's health data ecosystem.
