Program Area Responsibilities (including but not limited to):
- Prepare for staff regular meetings
- Draft letters and memoranda
- Analyze pending legislation for court impact
- Analyze pending court rules for court impact

- Attend two annual conferences
- Assist with and attend Judicial College and other Judicial Education Conferences as needed
- Plan and execute SCJA committee and Board retreats
- Perform follow-up and tasks requested by Board members
- Staff SCJA committees and Board of Trustees
- Prepare budget packets
Reporting to the Court Program Supervisor for the Office of Judicial and Legislative Relations, this position is an expert-level professional that works independently with minimal guidance and supervision on complex issues, research and projects within assigned areas of expertise/responsibility. Work is performed in collaboration with judicial committees, judges and court personnel, and AOC executives and staff. This position may coordinate the work of other professional and administrative staff assigned to perform work for court associations or boards.

POSITION DETAILS Job # : Status : Regular, Full-Time Location : Olympia, Washington Salary : Range 68: $84,984 - $111,504 per year (DOQ). Opens : July 31, 2025 Closes : August 21, 2025. WASHINGTON STATE RESIDENCY AND TELEWORK INFORMATION AOC requires employees to reside in Washington State. Any exceptions must be approved. This position requires you to be in the office at least one (1) day per week. Duties Some of the duties you will perform are:
- Provides direct support services to judges, the SCJA Board of Trustees, and judicial committees; meets with committees and subcommittees to develop materials; prepares minutes, prepares draft materials for committee approval, and handles certain administrative matters as necessary.
- Collaborates with, and may coordinate the work of, other senior court program analysts, court program analysts, or administrative staff assigned to the same court associations or boards.
- Functions as an intermediary between judicial officers, court managers and staff, and the AOC for the exchange of information and the needs for judicial programs.
- Keeps AOC management apprised of projects, issues, and interests of assigned court associations or boards.
- Responsible for identification of potential problems and recommendations for solutions related to judicial programs.
- Manages inter-jurisdictional, comprehensive programs and/or complex/highly technical major projects. Completes research, assessments, and provides recommendations to the designated manager or executive level staff.
- Provides information, assessment, consultation, and recommendations to AOC, courts, and associations within major operational areas (i.e., court performance, budget development, court service delivery, judicial system policy) to achieve consistent, efficient and effective programs and operations.
- Analyzes and evaluates proposed legislation and its probable impact upon project and program goals; prepares briefs on proposed legislation.
- Prepare written reports and may give oral presentations to large groups, both internal and external.
- Performs other work as required.
Qualifications Relevant experience may substitute for the required education.
- Bachelor's degree from an accredited college or university or degree in Public Administration, Business Administration, Political or Social Science, or similar field
AND - Five (5) years of progressively responsible experience in policy, regulatory programs or enforcement, legislative analysis, court administration and/or program development, to include one (1) year or more in a supervisory or lead role and/or managing or directing groups or teams.
A law degree is preferred.

Holidays Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.
Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.
Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.
Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.
Sick Leave Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.
Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.
Vacation (Annual Leave) Full-time employees accrue vacation leave at the rates specified in (1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.
Part-time employees accrue vacation leave hours in accordance with (1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.
Pay status includes hours worked, time on paid leave and paid holiday.
As provided in , an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC .
Note: Most agencies follow the civil service rules covering leave and holidays for
exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.
Military Leave Washington State supports members of the armed forces with 21 days paid military leave per year.
Bereavement Leave Most employees whose family member or household member dies, or for loss of pregnancy, are entitled to five (5) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
