Definition This is a middle management, professional, full-time position with the City's Municipal Court. Under the direct supervision of the Director of Court Services, an individual in this position will assist the department director with the daily administrative and operational elements of the Municipal Court. The position requires a specialized knowledge of court operations, policies, and procedures, and state statutes/laws.
The position requires independent decision making with regard to department roles and responsibilities and on policy and procedures. Work involves judicial and financial record keeping, requiring the exercise of judgment within established departmental guidelines and policies. Work involves responsibilities for receiving and processing various legal motions, requests, and payment transactions requiring knowledge of legal codes, payment and charge codes, regulations, and department and city policies.
Reporting relationship: Director of Court Services
Examples of Work - Supervise and direct personnel daily;
- Prepare and complete Performance Plans and Evaluations;
- Perform all duties of Deputy Court Clerk I and II, Court Services Specialist and Warrant Specialist as needed;
- Reconcile monies received; prepare daily deposit;
- Lift OMNI and SETCIC holds;
- Monitor and maintain internet payments; and oversee the daily operations of the department in the absence of the Director of Courts Services;
- Process code enforcement citations, summons, weekly reports, and monthly reports as assigned;
- Record jail and bonding paperwork; attach original warrants to the corresponding files; process credit for jail-time served; process cash and surety bonds received; clear warrants;
- Assist with budget planning; business plan development; developing operational policies and procedures;
- Process appeals to county courts;
- Enter requisitions into Munis and assist with billing transactions;
- Quality Control Auditing-responsible for quality control auditing on all case handling; backup for quality control auditing of judgments and transactions;
- Service audit-quality control auditing of customer service experience via telephone;
- NSFs and charge backs processing;
- State quarterly payment preparation and submittal;
- Annual Seat Belt payment to the State preparation and submittal;
- OCA Reporting;
- Assist with hiring of court personnel;
- Disciplinary measures of direct supervised employees;
- Coordination of court security coverage with assigned liaison;
- Record request processing in compliance with state regulations;
- Jury charge creation meeting state statute requirements;
- Perform other related duties as assigned;

Education, Experience, or Certification Bachelor degree from an accredited college or university with major course work in Public Administration, Business Administration, or related field and six (6)years of municipal court administration experience, or equivalent combination of education and experience and two (2) years of lead/supervisory experience.
Level III, Certified Municipal Court Clerk, certification or ability to obtain within two (2) years of hire date.
Valid Texas Driver's License
Must be able to obtain CJIS Clearance for employment
