The Department of Children, Youth and Families (DCYF) is looking for an enthusiastic candidate with strong leadership skills to supervise four to six Title IV-E Specialists assigned to the region within the Financial and Business Services Division. The position manages work activities to sustain and improve the Title IV-E, and Title XVI programs, and oversees the determination of eligibility for federally reimbursable funds through Title IV-E of the Social Security Act for children in out-of-home placement.

The Opportunity: As a Title IV-E Coordinator, you will manage the work activities of assigned regional direct reports to sustain and improve the Title IV-E Eligibility program. Using your expertise, you will advocate for, and directly contribute to the personal welfare of foster children and youth, while maximizing Federal revenue to reimburse Washington State for the cost of out of home care expenses. You must have an accurate and thorough understanding of Title IV-E as well as federal and state policies and regulations.
Some of what you will do: - Review the work of staff, adjusting assignments as needed to respond to fluctuating workloads.
- Evaluate employee performance and prepare performance appraisals.
- Provide support and guidance to employees making certain that employees have a clear understanding of their responsibilities.
- Mentor and recommend appropriate training for advancement.
- Manage timekeeping, reasonable accommodations, unit meetings, monthly random case audits, disciplinary actions and staff resources.
- Conduct 1:1 meetings, review achievements, trainings, areas of improvement and professional development plans.
- Plan, organize, implement, and coordinate the delivery of service for Title IV-E.
- Coordinate the funding used to reimburse for the cost of care of children placed with the department.
- Review policy and procedures providing necessary feedback to the manager of the federal funding unit.
- Periodically review IV-E determinations for accuracy, ensuring that employees are adhering to policy and guidelines of the program.
Required Qualifications: - Equivalent education and experience totaling nine (9) years of professional experience in planning, administering, developing, or delivering social, financial, health, or chemical dependency treatment services programs.
OR - One (1) year of experience as a Social and Health Program Consultant 3 or equivalent.
OR - Two (2) years of experience as a Social and Health Program Consultant 2 or equivalent.
OR - A bachelor's degree in social work, a health or social science, public administration or a related field; AND five (5) years of professional experience in planning, administering, developing, or delivering social, financial, health, or chemical dependency treatment services programs.
OR - A master's degree in social work, a health or social science, public administration or a related field; AND four (4) years of professional experience in planning, administering, developing, or delivering social, financial, health, or chemical dependency treatment services programs.
In addition to those required qualifications, our ideal applicant will also have some or all the following: - Demonstrated knowledge of the philosophy of Child Welfare.
- Demonstrated knowledge of the juvenile court system, shelter care, and dependency processes.
- Demonstrated knowledge of the federal reimbursement of Child Welfare programs.
- Demonstrated knowledge of the Adoption and Foster Care Analysis and Reporting System (AFCARS).
- Demonstrated leadership skills.

Vacation (Annual Leave) Full-time employees accrue vacation leave at the rates specified in (1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.
Part-time employees accrue vacation leave hours in accordance with (1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.
Pay status includes hours worked, time on paid leave and paid holiday.
As provided in , an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC .
Note: Most agencies follow the civil service rules covering leave and holidays for
exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.
Military Leave Washington State supports members of the armed forces with 21 days paid military leave per year.
Bereavement Leave Most employees whose family member or household member dies, or for loss of pregnancy, are entitled to five (5) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
