About the Position: This position is responsible for the accounting day to day operations of Administration including development, implementation and supervision of all budgetary issues, purchasing, contract management, mail services, personnel including recruitment, information technology systems, asset management and building projects for all divisions of the Health Services Agency. This position ensures compliance with all applicable Local, State and Federal Laws and regulations. This management level position serves as part of the Health Services Agency Management Team and reports organizationally to the Health Services Agency Executive Director, and functions as the assistant department head.

Examples of Duties - Assists the Executive Director in assessing administrative needs and plans and oversees the implementation and administration of the services to meet these needs.
- Implements operating policies for the Health Services Agency and establishes procedures to ensure compliance with all applicable Federal, State and Local laws and regulations.
- Assists the Executive Director in developing, implementing and evaluating long-range management strategies and service objectives.
- Supervises, trains, coordinates and evaluates the performance of Health Services Agency personnel; makes recommendations to the Executive Director regarding hiring, disciplinary action and dismissal of Health Services Agency personnel.
- Assists the Executive Director in coordinating the activities of the Health Services Agency with related Federal, State and Local agencies to maximize revenue and eliminate duplication of services.
- In cooperation with the Assistant Executive Director, Program, develops, implements and monitors the Health Services Agency's annual plans, cost reports, contracts and budgets necessary for operations.
- Represents the County at appropriate State and Federal conferences and meetings related to the Health Services Agency.
Click here to view the full job description. Education, Experience & Licenses Education & Experience: - Graduation from an accredited four-year college or university with a Bachelor's degree in business administration, public administration or a similar business field or health related field.
- Four (4) years of high-level fiscal administration experience, and two (2) years of supervisory experience is required. Experience in third party billing is desirable.
- Other combinations of education and experience may be considered.
License & Special Requirements: - Requires a valid California Driver's License.
