Summary This requisition expires on September 10, 2025, but may close earlier if the position is filled prior to the expiration date. Responsible for oversight and administration of the City Secretary's Office by providing effective and efficient service.
Essential Functions and Other Important Duties ESSENTIAL FUNCTIONS Reasonable accommodations may be made to enable individuals with disabilities to perform essential functions.
DUTIES - Provide support to the Mayor, City Council and City Manager's Office.
- Serve as Chief Election Official, coordinate all campaign reporting requirements, and oversee municipal general, special, and bond elections, with the Denton County Election Administrators; administer all aspects of the duties in accordance with Federal and State laws.
- Compile, and organize information and materials for the City Council agenda packets; ensure completion of the City Council agenda(s) and prepare official minutes of the proceedings.
- Oversee appointments to and membership records of all city boards and commissions; supervise application and appointment procedures.
- Operate as Public Information Coordinator including ensuring Citywide compliance; coordinate and response to records requests in compliance with the Texas Public Information Act.
- Function as Records Management Officer; oversee record administration as outlined by the Texas State Library.
- Collaborate with the City Attorney's Office to supervise preparation of legal documents and execute required forms and notices.
- Direct the official publication of notices and legal documents and respond to inquiries regarding municipal regulations, ordinances, resolutions, and other official actions.
- Assist in the annual preparation of a Board and Commission handbook and associated guidelines.
- Perform research work and prepares statistical and narrative reports; provide internal and external stakeholders status-of-office operations progress reports, as needed.
- Assist public relations and prepares information programs.
SUPERVISORY/BUDGET RESPONSIBILITIES - Select,train,supervise, and evaluate staff; recommend assignment/assignment change, retention, discipline, and dismissal.
- Develop, manage, and monitor budget; maintain accurate budget reporting; ensure that operations are cost-effective and funds are managed wisely.

Job Requirements EDUCATION, EXPERIENCE, AND LICENSES/CERTIFICATIONS - Bachelor's Degree from an accredited college or university in Public Administration, Business Administration, Library Science, Records Management, or related field; and,
- Five (5) years public administration experience; and,
- Three (3) years of administrative and supervisory experience; and,
- Must have or obtain a valid Municipal Clerk Certification from within three (3) years of employment

- Any combination of related education, experience, certifications, and licenses that will result in a candidate successfully performing the essential functions of the job.

CONDITIONS OF EMPLOYMENT - Must have and maintain a valid Class "C" Driver's License and valid state required minimum automobile liability insurance prior to employment (must obtain Texas Class "C" driver's license and state required minimum automobile liability insurance within 90 days of hire per state law)
- Must pass a drug test, driver's license check, criminal history background check, and social security number verification.
- Must possess or obtain and maintain a valid Municipal Clerk (CMC) Certification within three (3) years of employment.
Environmental Factors and Conditions/Physical Requirements SAFETY - Perform preventive maintenance on tools and equipment; ensure equipment is in safe operating condition.
- Follow established safety procedures and techniques to perform job duties, including lifting and climbing; operate tools and equipment according to established safety procedures.
- Promptly report unsafe conditions in the work area and/or any conditions that are not immediately correctable to the supervisor.
WORKING CONDITIONS/PHYSICAL REQUIREMENTS - Safety Sensitive (Subject to random drug testing): No.
- Tools/Equipment Used: Standard office equipment, including computer and peripherals.
- Posture: Prolonged sitting and standing; occasional stooping, squatting, kneeling, bending, pushing/pulling, and twisting.
- Motion: Frequent repetitive hand motions, including keyboarding and use of mouse; occasional reaching.
- Lifting: Occasional lifting and carrying (no more than 10 pounds).
- Environment: Works in an office setting; occasionally requires irregular and/or prolonged hours.
- Travel: Travels to City of Denton buildings and professional meetings as required.
- Attendance: Regular and punctual attendance at the worksite is required for this position. Require attendance and supervision of setup for all City Council meetings.
