Description Under direction, to investigate charges of discrimination, harassment and retaliation; to ensure compliance with the Reasonable Accommodation policy; to provide equal opportunity training to employees; to participate in developing, assist in implementing and analyzing an agency's/department's Equal Employment Opportunity Plan (EEOP); and develop outreach strategies, investigate, and ensure compliance of Disadvantaged Business Enterprise (DBE) program.
The County of Santa Clara's Equal Opportunity Division (EOD) investigates complaints of discrimination, harassment, and retaliation and ensures compliance with the County's Reasonable Accommodation Policy. In EOD's investigative role, Equal Opportunity (EO) Officers investigate alleged harassment, discrimination, and retaliation complaints, applying equal opportunity laws and County policies. In EOD's reasonable accommodation work, EO Officers review, analyze, and respond to reasonable accommodation requests, guiding managers and employees regarding reasonable accommodation issues, questions, and procedures. EO Officers are expected to be strong writers who can conduct effective interviews, analyze complex issues, and formulate sound findings and conclusions regarding challenging equal opportunity and reasonable accommodation matters. Successful candidates must also be able to work effectively with a diverse group of County employees. Typical Tasks - Investigates complaints of alleged discrimination, conducts interviews and writes summaries and reports with conclusions;
- Reviews and completes Reasonable Accommodation requests, works with managers through the Reasonable Accommodation process, to ensure timelines are met;
- Assists managers with conducting interactive meetings, and may meet with employees to create a formal record of decision of accommodation;
- Prepares statistical reports with analyses and recommendations;
- Provides training or assists senior staff with facilitating training of employees on a variety of EO subjects;
- Identifies training needs of managers and staff in areas related to equal opportunity and conducts workshops and other types of training;
- Develops outreach strategies for hiring to address under-representation outlined in the EEOP report;
- Analyzes employment practices and hiring reports, evaluates progress, and recommends actions to accomplish the EEOP;
- Conducts outreach recruitment for employment and the DBE program;
- Identifies potential DBE participation on projects, attends meetings to explain small business goals and requirements to contractors, vendors and consultants;
- Monitors contracts for compliance;
- May be assigned as a Disaster Service Worker, as required;
- Performs related work as required.
Employment Standards Sufficient education, training and experience that demonstrates the ability to perform the above typical tasks, and possession of the following knowledge and abilities:
Training and Experience Note: The required knowledge and abilities are acquired through training and experience equivalent to the possession of a Bachelor's Degree. Relevant analytical, administrative, lead, supervisory or management experience that includes interpreting rules and regulations, gathering data and formulating recommendations, and report writing can substitute for education on a year-for-year basis.
AND
Two (2) years of investigative or labor relations experience, preferably in discrimination, harassment and retaliation investigation, grievance investigation and/or Reasonable Accommodation placement.

Possession of a Law Degree.
Possession of a valid California driver's license prior to appointment and the ability to qualify for and maintain a County driver authorization.
Knowledge of: - Personnel practices and procedures;

- Legislation, regulations and court decisions related to equal opportunity and local government contractor compliance;
