Performs complex administrative work serving as the Clerk to the City Commission and as custodian of all official City records, preparing and maintaining official City records and files, assisting members of Commission with special projects, and related work as apparent or assigned. Work is performed under supervision of the City Commission.

Maintains responsibility for all City records, such as ordinances, resolutions, proclamations, contracts, agreements, leases, deeds, meeting minutes, etc.; maintains knowledge of public record retention rules and regulations; maintains all records in a complete, orderly, and accessible manner; attest to all official documents of the City and is the official custodian of the seal of the City.
Responsible for all records management, both hard copy and electronic, to ensure the proper retention, retrieval and destruction of records according to all legal requirements.
Carry out legal responsibilities (placement of legal advertisements, public notices, and mailing of legal notifications) for all departments and meet legal deadlines in accordance with Florida Statutes and/or the Code of Ordinances; and keep up with changes in laws that affect legal requirements.
Interacts with Mayor and City Commission members in a professional, courteous, and efficient manner, and respond to suggestions and guidance positively.
Provides administrative support and coordinates meetings for the Mayor and City Commission members.
Prepares and monitors the City Clerk, City Attorney, and City Commission budgets each fiscal year and monitors and approves expenditures.
Monitors financial disclosure and conflict of interest statements.
Prepares and respond promptly in a helpful manner to all record requests from the public and in-house requests.
Prepares updates of the Code of Ordinances as adopted by City Commission.
Demonstrates good working relationships with business and community leaders and deal tactfully, skillfully, courteously, and efficiently with the public; handle media relations skillfully.
Engages in activities that promote professional growth and support professional growth and development for employees.
Implement technological changes and explores methods to improve the City through innovative ideas.
Maintains documentation pertaining to terms, expirations, vacancies, and prospective candidates for boards, commissions and authorities.
Prepares and indexes minutes, agenda and agenda packets of all commission meetings, boards and committees, and distributes as appropriate.
Ensures the preparation, preservation, distribution and management of official records of all public meetings of the City Commission.
Composes, processes, tracks Ordinances, Resolutions, Awards, Special Recognitions, and Proclamations for the City Commission.
Attends all regular, special and work sessions of City Commission, Pension Board and Charter Advisory Committee; takes minutes and records official actions.
Demonstrates good public relations image, stays active in Community Organizations and maintain cooperative and good working relationship with the City Manager, City Attorney, Department Directors, and other City employees.
Selects, trains, motivates and evaluates personnel, provides or coordinates staff training, evaluates
employee performance, works with employees to correct deficiencies, provides timely, accurate and thorough performance evaluations for supervised employees.
Interprets City Code provisions and City policies.
Supervises department staff and volunteers.
Directs the issuance of garage sale and RV permits.
Provides office and secretarial assistance to boards, commissions, committees, etc.
Acts as elections supervisor for all City elections.
Works closely with the City Manager and City Attorney regarding the day-to-day functions of the City.
Administers oaths of office; prepares a variety of public notices and legal advertisements.
Sells cemetery lots; acts as custodian of cemetery records, sales, burials, etc.
Follows and enforces safe working practices and has a working knowledge of safety practices and procedures in accordance with the City's Safety and Health Program.
All employees serve an essential role in the City's disaster preparation and/or disaster recovery efforts, as may be designated by the City's Emergency Manager.

Minimum Qualifications
A Bachelor's degree from an accredited college or university with major course work in business, public administration and five (5) years experience in a related field. Certified Municipal Clerk designation preferred. A Master's Degree is preferred. Proficient in Microsoft Office. Must maintain a Florida driver's license with an acceptable driving record. Must have or be able to complete ICS 100, 200, 700, and 800 within six (6) months of hire.

Working Conditions
This is light work requiring the exertion of up to 20 pounds of force occasionally, up to 10 pounds of force frequently, and a negligible amount of force constantly to move objects.
Work requires stooping, reaching, standing, walking, lifting, and repetitive motions.
Vocal communication is required for expressing or exchanging ideas by means of the spoken word.
Hearing is required to perceive information at normal spoken word levels.
Visual acuity is required for preparing and analyzing written or computer data, determining the accuracy and thoroughness of work, and observing general surroundings and activities.
The worker is not subject to adverse environmental conditions.

As a new hire, the guaranteed issue amount for employees to enroll is up to $100,000, up to $25,000 for your spouse and up to $10,000 for your child(ren). PENSION
The City provides a Defined Contribution Program through Florida League of Cities; all regular full-time employees are automatically enrolled in this benefit. The City makes a 10% contribution to general employees' pension plan.
The City contributes to the Teamsters (Police), and IAFF employees' pension plan and employees contribute 1% of their salary.
Deferred Retirement - Full-Time regular employees have the option of joining a 457 Deferred Retirement Plan in addition to the Employees' Pension Plan.
Employee Assistance - The City recognizes that personal problems and family member problems can affect work performance and quality of life in general. In an effort to provide support and assistance to employees and dependents, the City is providing this confidential program without cost to employees. Professional consultations cover financial matters, family communications, stress, alcohol/drug problems, emotional/psychological distress and legal problems.
Vacation Leave - The City provides annual paid vacation time off work to eligible full-time employees to allow for rest, recreation and personal activities. Vacation entitlement is based upon service credit.
Sick Leave - Regular full-time employees accrue (8) hours per completed month paid sick leave. Sworn firefighters accrue (12) hours per completed month paid sick leave. Sworn police officers accrue (8.4) hours (equivalent to the number of hours in a scheduled work shift).
