The State of New Hampshire, Fish and Game Department has a full-time vacancy for Administrator ll Chief of Marine Fisheries Division.
Summary:
To administer short and long-term goals and objectives for the Marine Division, and to develop and revise program policies and procedures for the conservation, regulation and management of marine resources, under the general administrative direction of the Executive Director.
Responsibilities:
Responsible for the goals, policies, objectives, programs, staffing and all aspects of marine management and research. Identifies staff needs, interviews and evaluates prospective employees. Recommends the hiring and firing of staff, approves leave and conducts annual performance evaluations.
Responsible for overall facility operations, control of regional finances, goals, policies and planning processes. Interacts with local agencies and public and private groups within the region on behalf of the Department.
Develops policies and procedures for the administration of the Marine Division's programs. Controls and monitors program activities; evaluates operational and cost effectiveness of marine programs funded or regulated by the state or federal government.
Coordinates project or program activities with other programs within the agency, as well as other state and federal agencies.
Develops and prepares the Division's budget, monitors and controls spending of funds. Reviews all contracts and grants prior to submission to ensure consistency with the Department's strategic plan, federal aid standards, and Department procedures.
Develops proposed legislation and rules to protect marine resources, testifies at legislative hearings, courts, committees, commissions, etc. as issues pertain to the Department's programs. Holds public hearings on all marine related state and inter-jurisdictional species issues.
Represents the Department and the state on the Atlantic States Marine Fisheries Commission, New England Fisheries Management Council and other interstate, federal or international boards in a decision-making role.
Serve as Dive Master for the Marine Fisheries Dive Team.
Evaluates comprehensive professional training programs for employee participation.
Evaluates and recommends proper action to protect, maintain and enhance marine resources to other state and federal agencies, environmental consultants, and interested public groups.
Speaks to environmental interest groups, schools, private developers, etc. about Department programs, regulations, and marine ecological systems.
YOUR EXPERIENCE COUNTS
Each additional year of approved formal education may be substituted for one year of required work experience and/or each additional year of approved work experience may be substituted for one year of required formal education.
MINIMUM QUALIFICATIONS:
Education/Experience:
Bachelor's degree and 6.5 years of experience OR equivalent combination of 10.5 years of education and experience after completion of high school. Education and experience must be in wildlife, fisheries management, environmental or natural resources, biological science, aquatic biology research management, environmental science, or related field and includes 4 years of program administration, program planning and evaluation, or business management.
License/Certification:
Valid driver's license
Other Requirements:
Motor Vehicle Record (MVR) must meet the minimum standards as established by the agency.
Trainee Option:
Candidates with an equivalent combination of 9.5+ years of relevant education and experience after completion of high school may be considered and hired in 'trainee status' for this position.
PREFERRED QUALIFICATIONS:
Preferred candidate will have extensive experience within wildlife management. SCUBA certification desirable
