Job Description
This position manages and administers the daily operations of the Health Care District's nursing home facility (Healey Center) in accordance with federal and state requirements for nursing homes. Employees in this class are responsible for the overall operation of the nursing and rehabilitation facility. Manages a diverse and demanding resident population that may have mental, behavioral, or physical impairments. Manages the complaint and risk management process. Supervises the non-flight Safety program for the Health Care District of Palm Beach County. Performs other duties as assigned.
Essential Functions:
- Administers daily operations of the Health Care District's nursing home facility.
- Oversees the preparation of departmental budgets at the Center in compliance with District standards at the Division level.
- Oversees non-flight safety management program.
- Reports risk-related events to federal and state authorities.
- Evaluates and provides approval for purchases requiring division approval.
- Monitors the inventory control policies and procedures at the Center.
- Provides leadership and coordination for building development projects.
- Routinely monitors and inspects the Center's facility and grounds.
- Evaluates risk or potential liability situations and communicates accordingly to District administrators.
- Ensures that the facility operates under prevailing regulations.
- Maintains current knowledge of State and Federal regulations concerning nursing home services and residents.
- Organizes instruction of new regulatory material at the department head level.
- Manages the complaint, grievance, and risk management program at the Center.
- Administers personnel management functions, including approval of leave and time-off requests, performance evaluations, and recommendations for disciplinary actions, promotions, and hiring.
- Develops, implements, and monitors inventory control policies and procedures, including stacking, charging, and recording procedures for all facility supplies.
- Prepares a wide variety of records, reports, and related documentation concerning functions under charge (e.g., Board agenda items, quarterly and monthly reports, and quality reports).
- Receives and processes personnel grievances and complaints; facilitates discussion and resolution both intra- and interdepartmentally; and receives, responds to, and provides resolution to facility complaints and concerns.
- Conducts public speaking engagements concerning the District's home facility.
- Delegates projects to department Directors; reviews and approves department goals, objectives, and performance measures.
- Emergency duty may be required of the incumbent, including work in special needs or Red Cross shelters or performing other emergency duties in response to threats or disasters, man-made or natural.

Qualifications
Education:
Bachelor's degree in Healthcare Administration, Public Administration or related field required.
Master's degree preferred.
Experience:
Ten (10) to fifteen (15) years of progressively responsible experience in health care operations, to include pharmaceuticals, regulatory compliance, social welfare, and inventory administration, three (3) of which must have been in an administrative capacity that includes critical decision-making for large-scale health care operations, preferably as a Nursing Home Administrator required.
Certification:
N/A
Licensure:
State of Florida License as a Nursing Home Administrator required.
Registrations:
Fellow in American College of Health Care Executives or equivalent in American College of Health Care Administrators recommended.
