Summary This is a highly responsible management position tasked with complex professional administrative work and analytical work. The Sr. Analyst will be responsible for performing a wide range of analytical and evaluative work, including assisting leadership in the tracking of plans processes, productivity metrics, timely plan processing, & preparation and management of the building department's budget. Work may include customer service functions and interaction with the public. Reports to department director or designee.
Job Duties and Responsibilities The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification.
Evaluates and develops reports to track plans processing and productivity for the Building Department. Studies industry best practices and proposes solutions for optimizing operations. Analyzes the nature and cause of processing errors to identify areas needing improvement in the Department's processes.
Maintains logs; processes complaints when received; tracks the progress of complaint resolution and records the final disposition.

Remains informed of cutting-edge technologies and advancements in municipal building programs.
Participates in the formulation and preparation of the Department's budget by consulting with Department Assistant Directors regarding funding requests, staffing requirements, expenditure levels, budget justifications and narratives, suggesting cost-cutting alternatives, and advising personnel on budget problems, processes, and procedures.
Makes recommendations to the Department Directors regarding expenditures, plans, and other administrative matters.
Facilitates the development, documentation and communication of long-range plans, objectives, goals, and strategies of building department.
Conducts research, performs special studies, and provides professional consultation in the areas of process improvement, benchmarking and performance measurement, financial forecasts, and other areas of business as needed.
Coordinates work with vendors within the Building Department. Work with Procurement as needed to maintain purchase orders for vendors providing goods and services for the building department.
May be required to work alternate hours as necessary for the efficient operation of the Department.
Develops, implements, and evaluates new technology and works with the IT Department on record management initiatives within the department, consistent with Florida records retention law.
Assists with the implementation and monitoring of new initiatives.
Processes accounts payables and requisitions for the Building Department.
Works on special assignments and projects.
Creates and maintains various databases.
Performs other related tasks as required.
Qualifications Bachelor's degree from a regionally accredited college or university with a degree in Accounting, Finance, or Financial Planning.
Minimum of five (5) years of experience in planning, analysis and/or public/business administration.
Valid Florida Driver's License.
HOLIDAYS: 15 days including 3 floating days.
SICK LEAVE: 110 hours annually.
ANNUAL LEAVE: 94 hours in the first year of employment, increasing up to 210 after 25 years. Employees must take 40 hours of annual leave each year.
BEREAVEMENT LEAVE: 5 or 10 days for the death of a family member in accordance with the City's Personnel Rules & Regulations.
HEALTH INSURANCE: Fully paid by the City (HMO Select). Coverage becomes effective 1st of month following 30 days. Employee may purchase coverage for eligible dependents at a cost of approximately 50% of the premium.
DENTAL INSURANCE: Available at a cost to all employees through payroll deduction.
LIFE INSURANCE: Term Life and Accidental Death and Dismemberment equal to 1 x annual salary (up to $200,000) fully paid by the City.
VOLUNTARY BENEFITS: Several plans are available, such as Short Term Disability, Life Insurance and Critical Illness policies through payroll deductions.
LEGAL SERVICES: Legal Service plan available at a cost to all employees through payroll deductions.
POST EMPLOYMENT HEALTH PLAN (PEHP): The City deposits $950 annually into an individual account for each employee. Monies may be used to pay premiums or medical expenses after retirement.
DEFERRED COMPENSATION: Employees may defer a portion of their pre-tax salary in the 457 Deferred Compensation Program.
TUITION REIMBURSEMENT: $2,000 per semester ($6,000 maximum annually) as per the City's Rules and Regulations.
CELL PHONE: Cell phone provided at a monthly cost of $20.00, if required by department.
RECREATIONAL USE: Employee, spouse and immediate family members seventeen (17) years of age and under are entitled to the benefits below:

PENSION: City Retirement Plan - Mandatory employee contribution of 10 % of salary; Vesting period is 10 years.
OR Defined Contribution - 401a - Contribution by City of 7% of employee base annual salary. Vesting period 5 years. Employee not required to contribute.
