Nature and Variety of Work Under the general supervision of the Facilities Manager, the incumbent is responsible for assisting in overseeing all capital and maintenance improvement projects; coordinating major renovations and replacements of current facilities; managing site selection, development, space needs studies, design criteria, and various other capital projects.
Examples of Work The duties include, but are not limited to, the following:
- Assists with overseeing Capital Improvement Program (CIP) activities for the Circuit Court.
- Provides maintenance support for courthouse operations, including addressing elevator issues, repairing the fire alarm system, and other related tasks.
- Manages new projects in Capital Improvement Programs, including provision for public input into the design process.
- Facilitates the timely and efficient completion of planned projects in accordance with established guidelines, specifications, and financial constraints.
- Conducts progress meetings; reviews change orders; verifies and submits for processing of architect/engineer and general contractor payments.
- Reviews project plans, specifications, and cost estimates at each submission phase; notes conflicts and/or discrepancies; and checks the accuracy of estimates.
- Provides reports and records relative to project records.
- Liaise with architects, contractors, engineers, inspectors, and other agencies in order to (1) explain, clarify, and resolve actual/potential problems relative to the review and analysis of construction plans, specifications, and drawings; (2) initiate appropriate actions that will gain compliance with project plans, specifications, codes, policies, and procedures; and (3) modify plans and specifications.
- Reviews documents, purchasing ordinances, building codes, and applicable professional publications to ensure maximum job proficiency.
- Coordinates and interacts with the Finance Division and Court Administration on CIP matters.
- Continuously audit preventive maintenance to address all issues as they arise.
- Performs other duties as assigned.
Minimum Qualifications Graduation from college with major course work in structural or civil engineering, architecture, or other fields appropriate to the work, plus four (4) years of experience in inspection, construction supervision, or construction engineering with one (1) year in a supervisory/lead capacity; or an equivalent combination of education and experience.
Eligibility to Work
- Extensive knowledge of building construction principles, practices, materials, and methods.
- Extensive knowledge of inspection methods and techniques.
- Extensive knowledge of applicable codes, ordinances, and publications relative to building construction.
- Knowledge of construction contract administration.
- Ability to read and interpret construction plans and specifications.
- Ability to maintain records and prepare reports.
- Ability to deal effectively with contractors, engineers, architects, and representatives of utility companies and government agencies.
- Ability to lead/supervise subordinates.
