Description ABOUT THE POSITION: The City of Monterey's vibrant waterfront features two wharves, two launch ramps, a 413-berth marina, approximately 120 moorings, and a busy commercial fishing industry. The Harbor Coordinator plays a key role in supporting the daily operations of this active and unique harbor. We're seeking a candidate with strong experience in boating and marina or port operations, excellent written and verbal communication skills, and the ability to provide professional, respectful service to a diverse public. This role also requires the ability to work effectively as part of a team in a fast-paced environment.

Application Process A limited number of applicants who clearly show that they most closely meet the needs of this position in terms of training, experience, education, and other job-related characteristics will be accepted to participate in the selection process. This process will include evaluation and initial screening of the standard on-line City application to determine which candidates progress to the next phase of the recruitment process. The subsequent selection process may include a written test/written exercise, performance exercise, panel interview, and a final departmental interview. The Human Resources Department reserves the right to make changes to components of the examination process.
As a condition of employment, the selected candidate will be required to successfully pass a Live Scan fingerprint background check and reference check. Depending on the position, as a condition of employment, the selected candidate may also be required to pass a physical exam including a drug screen and a federal background check to gain access to military and police facilities and systems.
Candidates who successfully progress through all phases of this recruitment process will be placed on an eligible list. The eligible list is active for 12-months and may be used to fill additional positions including lower-level positions, regular part-time, and part-time temporary seasonal, determined to have similar duties and requirements.

SUMMARY: Under general supervision by the Harbormaster, carries out the operations of the Monterey Municipal Marina and Harbor; provides leadership to Harbor security and maintenance staff; responds to emergencies; administrates a variety of programs including security, city boat and marine equipment operation and maintenance; compliance and enforcement of local, state, and federal rules and regulations; fee collection; customer service.
DISTINGUISHING CHARACTERISTICS: This position differs from lower level positions in the Harbor in that it requires specialized and technical knowledge of maritime operations and performs more complex and varied tasks in support of higher level staff. Incumbents receive direction and supervision from the Harbormaster.

Essential duties and responsibilities may include, but are not limited to, the following:
- Schedules and provides the first level of employee performance evaluations for Harbor Security Workers and Harbor Maintenance staff.
- Issues citations for City Code violations pertaining to the Marina and Harbor; notify police of suspicious activity.
- Develop and operate a Facilities Security Plan for cruise ship visits; coordinate and supervise cruise ship visits.
- Operate marine and emergency radio equipment, work boats, pumps, etc.;
- Purchase materials, equipment, and services.
- Educate the public of environmental law and best management practices for recreational and commercial boating.
- Inspect vessels for seaworthiness and condition of mooring lines.
- Administrate a commercial diving program for the maintenance of navigation aids, mooring, and waterfront facilities.
- Perform vessel tows.
- Represent Harbor Division response to emergencies such as drowning emergencies, distressed boaters, sunken vessels, fires, and pollution events.
- Coordinate regattas and events.
- Administer grants and permits for facilities, equipment, and vessel abatement.
- Conduct lien sales and public auctions.
- Collect fees for berth assignments.
- Manage approximately 400 marina berths, 170 moorings, 40 dry storage spaces, and guest berthing for compliance with Harbor regulations, license agreement, waiting lists and permits.
- Work with City concessionaires to obtain lease-related information; maintain harbor work boats in operable condition; oversee haul-outs and re-fits.
- Coordinate the City's response to marine mammal incursions and management of invasive species.
- Write reports and business letters.
- operate and troubleshoot security and communications technologies.
- Develop media and marketing communications; Applicant must be able to work flexible schedules which include nights, weekends, holidays, and fill shifts in the event of other staff absences that could require overtime.
- Support the relationship between the City of Monterey and the general public by demonstrating courteous and cooperative behavior when interacting with citizens, visitors, and City staff.

Typical Qualifications MINIMUM QUALIFICATIONS: Education: Graduation from high school or GED equivalent.
Experience: Four (4) years of experience in information and marine management, and/or naval, or Coast Guard operations, and familiarity with small boats and marinas.
An equivalent combination of education and experience may be considered.
LICENSE AND CERTIFICATION: - Must possess CPR and First Aid, and Hazardous material handling certification at time of appointment, or within one (1) year of employment.
- Coast Guard vessel operator's license with towing endorsement desired but not required.
- A writing composition test may be required.
- Be able to pass a comprehensive background.

PHYSICAL DEMANDS AND WORKING ENVIRONMENT: Physical Demands - Standing & Walking - Standing for extended periods of time and/or walking distances (1 or more miles).

Environmental Elements Work is performed in the City harbor and outdoors with exposure to inclement weather; exposure to noise, dust, grease fumes, gases and potentially hazardous chemicals. Work is in and around moving vehicles and machinery. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures. This position requires the ability to work a flexible schedule including weekends, evenings, and holidays and be available for work on an emergency basis.
DISASTER SERVICE WORKERS All City of Monterey employees are designated Disaster Service Workers through state and local law (California Government Code Section ). Employment with the City requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.
Education Incentive Program : If you have a college degree, you may qualify for 5% premium pay on base salary (for a Baccalaureate degree) or 7.5% premium pay (for a Master's degree) upon completion of probation if your classification does not require one.
Bilingual Pay : $100 per month stipend ($1,200 per year), for up to ten (10) GEM represented employees who meet the testing criteria for being bilingual in Spanish.
Bicycle Commuter Program : An employee who regularly commutes by bicycle between home and work may be reimbursed for some of their bicycle commuting expenses. With receipts, an employee can be reimbursed up to $20.00 for each "qualifying month" and up to $240 in a calendar year.
Tuition Reimbursement : $2,000 per fiscal year.
Deferred Compensation : City will match employee paid contributions to a maximum of $150.00 per month.
Retirement : CalPERS 2.7 % @ 55 with highest year formula is provided for current City of Monterey employees or new employees who were hired prior to January 1, 2013 and who are currently active or have been active within six months of the date of hire in the CalPERS retirement system. The employee retirement contribution for these employees is 11% and is deducted on a pre-tax basis.The retirement formula for new employees who do not meet the criteria stated above is 2% @ 62 with highest three year compensation. The employee retirement contribution for these employees is 8.25% and is deducted on a pre-tax basis. The City participates in the Medicare portion of Social Security.
Health Plan Spending Fund: A minimum of $914.82 per month up to $2,540 per month, dependent upon level of participation (cash-in-lieu of benefits is $300) may be used to purchase medical benefits for the employee and dependents through the PERS Health Plan Program, dependent dental, additional life insurance, dependent care, and/or health care expenses through a Section 125 Flexible Spending
