Essential Job Duties - Under the direction and authority of the Mayor, acts as the chief administrative officer of the City for day-to-day operations and assumes other responsibilities as directed by the Mayor, or as ordinances and resolutions of the City Council require. Actively supports a strong Mayor form of government.
- Oversees Department Directors and Mayor's office staff, providing overall priorities and objectives. Ensures operational procedures and functions align with organizational goals and are carried out effectively and efficiently.
- Provides strategic thought leadership, professional advice and guidance to the Mayor and Department Directors on decisions having significant organization-wide impact. Communicates official plans, policies and procedures.
- Models and fosters the City's Core Values of Respect, Customer Satisfaction, One Team, Culture of Belonging and Responsibility. Establishes and nurtures a work environment that promotes and maintains a high level of positive morale and productivity.

- Assures the development of short-and long-term action plans to meet the strategic goals and objectives set by the Mayor and City Council. Directs the development of City operation and presents policy recommendations to the Mayor regarding all aspects of City programs and services. Implements and monitors policies established by the Mayor or City Council. Ensures regulatory compliance.
- Collaborates with local businesses, agencies and government officials. Works cooperatively and creatively to promote a positive vision, assess needs, troubleshoot issues and recommend strategies.
- Manages intergovernmental relations and assists the Mayor in communicating with federal, state, county and regional agencies.
- Performs community outreach. Ensures citizen questions and concerns are addressed in a timely manner. Directs, supervises or participates in providing information to the public.
- Reports regular status updates to the Mayor, and, if directed by the Mayor, to City Council.
- Attends and presents at City Council meetings, as directed by the Mayor. Assist the Mayor in preparation of the agenda for City Council meetings. Consults with the Mayor to identify appropriate issues to include on the agenda. Reviews and approves agenda reports and recommendations.
- Plans and directs economic development activities impacting City long-term health and vitality.
- Negotiates and develops contracts and agreements. Directs, sources, secures and administers grants.
- Addresses interjurisdictional matters and attends related meetings, as assigned by the Mayor.
- Advocates with government officials and legislators. Presents the City's viewpoint on legislation.
- Serves as primary media point of contact regarding City goals and economic development plans.
- Assigns, trains, supervises and evaluates work of staff and ensures direct reports do the same. Ensures performance evaluations are conducted as required to guide development of employees.

- Administers a variety of special programs as assigned by the Mayor.

Qualification Requirements - Bachelor degree in Public Administration or closely related field. Master degree preferred. Credentialed Manager (CM-ICMA) or equal preferred.
- Ten years of related experience in a managerial capacity within a government agency.
- Residence within Chelan or Douglas County required within six months of employment. Residence within Wenatchee city limits desired.
- Bilingual, English and Spanish, language abilities desired.

Working Conditions - Works in an office or meeting room setting and at field locations throughout the City.

This is an FLSA-exempt position and, as such, is not entitled to overtime. The position is also subject to an "employee at will" doctrine.
- Vacation leave will be earned at a rate of 10-hours per month and will be available for use upon successful completion of the initial review period.
- Sick leave will be earned at a rate of 8-hours per month.
- Annual Paid Holidays (1st year prorate): Eleven 8-hour designated holidays (11th holiday for AFSCME positions under MOU through 2025) + one 8-hour floating holiday.
