Job Summary This position is responsible for supervising the administrative functions and duties for the Resource Management and Natural Resources Divisions. This includes supervision of daily administrative staff and activities, Maximo database development, auditing, testing, training and maintenance, emergency preparedness, budget monitoring, report preparation in Maximo, JDE and LMS (Learning Management System). This position coordinates with the Risk Management program to include employee training and department compliance with OSHA, WISHA and site inspections of park facilities.
Essential Duties and Responsibilities - Oversees the Parks Department Risk Management program including coordination with the Risk Management Department.
- Ensures employee training and compliance with OSHA, WISHA, and site inspections of parks and facilities.
- Supervises daily administrative activities of the Resource Management and Natural Resource Divisions including staff supervision (timekeeping, utility bill reconciliation and auditing).
- MAS (Maximo Application Suite) database development, auditing, testing, training and maintenance
- Budget monitoring and reporting
- LMS database development and maintenance
- Writing and running reports in MAS, JDE and Learning Management System (LMS)
- Provides technical support and training to employees using MAS, JDE and LMS.
- Grant writing and follow-up monitoring of Emergency Management grant requests.
- FEMA Training/tracking requirements for Department to ensure compliance.
- Interjurisdictional Contract development for Emergency Operation support between King County, Red Cross, and Seattle/King County Public Health.
- Prepares Emergency Management updates of Department standard operating procedures in coordination with the EOC.
- Overall administration for emergency preparedness for Department operations.

- Supervise support staff and/or volunteers.
- Position requires the ability to exercise influence with positions and people where no formal supervisory relationship exists.
Qualifications Knowledge, Skills, Abilities and Competencies - Ability to lead by example and develop a collaborative atmosphere for assigned staff.
- Ability to communicate effectively with customers, co-workers, and the general public both verbally and in writing
- Ability to establish and maintain effective working relationships with other governmental jurisdictions, contractors and other City staff
- Thorough knowledge of MAS (Maximo Application Suite)
- Ability to obtain knowledge and skills of the Learning Management System (LMS)
- Ability to obtain thorough knowledge of the city's purchasing guidelines
- Expertise using JDE, Excel, Word, Outlook and the ability to assist others with these programs
- Knowledge of performance management principles
- Ability to plan, organize and monitor activities according to priorities and established schedules and deadlines
- Ability to obtain necessary FEMA certifications
- Knowledge of emergency management operations (EOC) and emergency shelter management.
- Knowledge of FLSA and union staffing payroll for non-exempt staff.
- Ability to effectively lead a team in providing services across a wide spectrum of diverse employees, customers and park users.
- Valid State Driver's License

Education, Experience, and Other Requirements - Graduation from an accredited four-year college or university in business, public administration, Parks and Recreation Administration or related fields.
- Five or more years of professional related experience, preferably in the public sector
- Or, any equivalent combination of education, experience and training that provides the required knowledge, skills and abilities.

Paydays - The City of Bellevue pays employees on the 8th and the 23rd of each month (24 pay periods per year).
Please note that the City does not participate in the Social Security Administration (SSA) program, and employees do not earn social security credits. The mandatory DRS retirement pension plan provides the required social security replacement plan. Any social security benefits earned at other places of employment may be reduced because they are subject to the Windfall Elimination Provision or the Government Pension Offset.
