Under limited supervision, provides leadership in developing, supporting and ensuring the provision of a comprehensive adult and community education program within the District, including an adult reading program, adult basic education, adult secondary education, workplace programs, outreach programs and community interest programs. Provides for staff development and training to ensure appropriate service, delivery and compliance with all applicable laws. Manages various budgets allocated for the provision of these programs. Coordinates programming with other District and community services. Supervises assigned professional and clerical personnel. Reviews subordinates' adherence to District goals and policies. Reports to the Director of Student Intervention Services.
Specific Duties and Responsibilities
Essential Functions:
Supervises professional and clerical personnel, assigns work loads and establishes work schedules, and directs and supervises duties of assigned staff. Supervisory duties include instructing; assigning, reviewing and planning work of others; maintaining standards; coordinating activities; allocating personnel; selecting new employees; acting on employee problems; and recommending employee transfers, promotions, discipline and discharge as appropriate.
Reviews the work of subordinates for completeness and accuracy; evaluates and makes recommendations as appropriate, and offers advice and assistance as needed.
Develops, supports and implements adult public education programming, including adult reading program, adult basic education, adult secondary education, workplace programs, outreach programs and community interest programs, ensuring compliance with all applicable District, state and federal policies and laws.
Evaluates and makes recommendations regarding available facilities, equipment and materials.
Plans and manages various budgets allocated for the provision of adult education programming.
Directs staff development and in-service training for all adult education teachers.
Compiles data and submits required reports.
Keeps abreast of developments and innovations in the profession and ensures that staff members remain current and properly trained as well.
Receives and responds to inquiries and concerns regarding educational programming.
Represents the District on task forces, committees and boards as appropriate.
Uses a computer to prepare reports and correspondence.
Receives, reviews, prepares and/or submits various state and federal grants records and reports, including budget documents, technical documents, professional studies, student records, accident reports, quarterly and annual reports, job applications, performance appraisals, personnel records, invoices, purchase requisitions, policies and procedures, memos, correspondence, etc.
Operates a variety of equipment, such as a computer, telephone, copier, fax machine, calculator, vehicle, etc.
Interacts and communicates with various groups and individuals, such as the immediate supervisor, Superintendent, administrators, subordinates, consultants, teachers, other District personnel, clients, legislators, business and community leaders, and the general public.

Minimum Education and Training
Requires a Master's degree in adult education or school administration supplemented by ten to fifteen years of teaching, consulting and/or managing adult education programs, or an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities. Must possess valid School Administrator and teaching certifications.
Minimum Qualifications and Standards Required
Physical Requirements:
Must be physically able to operate a variety of machines and equipment, including a computer, telephone, basic office equipment, vehicle. Must be able to exert up to five pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects. Sedentary work involves sitting most of the time, but may involve walking or standing for periods of time. Must be able to lift and/or carry weights of five to ten pounds.

Requires the ability to compare and/or judge the readily observable functional, structural or compositional characteristics (whether similar to or divergent from obvious standards) of data, people or things.
Interpersonal Communications:
Requires the ability of speaking and/or signaling people to convey or exchange information. Includes giving assignments and/or directions to subordinates and receiving assignments and/or direction from supervisor.

Requires the ability to read a variety of laws, policies and procedures, curriculum guides, technical and professional studies, budget documents, etc. Requires the ability to prepare budgets, performance appraisals, policies, reports, correspondence, etc., with proper format, punctuation, spelling and grammar, using all parts of speech. Requires the ability to speak with and before others with poise, voice control and confidence.

Requires the ability to apply principles of logical thinking to define problems, collect data, establish facts and draw valid conclusions, to interpret an extensive variety of instructions in oral, written, mathematical or schedule form, and to deal with several abstract and concrete variables. Requires the ability to add and subtract totals, to multiply and divide, to utilize mathematical formulas, to determine percentages and decimals, and to determine time. Must be able to use practical applications of statistics.
Form/Spatial Aptitude:
Requires the ability to inspect items for proper length, width and shape, and visually read various information.
Motor Coordination:
Requires the ability to coordinate hands and eyes using office machinery and to operate motor vehicles.
Manual Dexterity:
Requires the ability to handle a variety of items, keyboards, office equipment, control knobs, buttons, switches, catches, etc. Must have minimal levels of eye/hand/foot coordination.
Color Discrimination:
Requires the ability to differentiate colors and shades of color.
Interpersonal Temperament:
Requires the ability to deal with people beyond giving and receiving instructions. Must be adaptable to performing under stress when confronted with emergency situations or tight deadlines. The worker may be subject to tension as a regular, consistent part of the job.

Has thorough knowledge of the methods, procedures and policies of Curriculum and Instructional Services as they pertain to the performance of duties of the Coordinator - Adult and Community Education. Is knowledgeable in the laws, ordinances, standards and regulations pertaining to the specific duties and responsibilities of the position. Is able to ensure departmental compliance with all laws and regulations and control the activities of the department through effective supervision. Has considerable knowledge of the functions and interrelationships of Richland District One and other governmental agencies. Knows how to plan, organize and direct a professional and clerical staff.
