Description This position performs professional, advanced, and highly specialized work in the research of federal, state, and private funding opportunities to assist in various capital projects, community initiatives and programs, and uncovering opportunities in collaboration with other City departments to enhance, grow, and introduce new quality of life initiatives, diversified community engagement, and establish public/private partnerships to meet the unique needs of the City organization. Work is supervised and direction given by the City Manager and/or Assistant City Manager, with a high degree of autonomy and initiative in delivering results and coordinating with all stakeholders involved.
Major Duties - Conducts research and develops favorable relationships with public and private entities to uncover funding opportunities that meet the objectives of the City organization and community.
- Monitors state and federal legislation to determine impact to the City and communicate with stakeholders the needs, requests, and initiatives as identified by the City Commission and/or City Manager.
- Works with City leadership to identify priority legislative and government relations issues; and provides strategic guidance to City leadership on public policy and governmental matters. Advocates priorities to regional, state, and national elected officials and staff.
- Establishes quarterly meetings with federal and state political delegations and creates collaborative ways that the needs of the City organization and community can be presented, discussed, and resolved.
- Develops a City-wide stakeholder and fund-raising database that allows the effective management of grant applications, funding requests, project details, and stakeholder participation for various City initiatives.
- Assists in arranging and preparing presentations to stakeholders and private fundraising entities on various public/private partnership opportunities that may exist to meet the needs of the City organization and community.
- Oversees the preparation and timely submission of funding requests to federal, state, or private entities; and ensures grant and funding requirements are met and approval is obtained by the City Manager/Assistant City Manager or City Commission.
- Collaborate with other City staff in identifying grant/funding opportunities such as Public Safety, Public Works, Planning/Community Development, and Leisure Services; and provide technical assistance where needed.
- Performs routine reviews of grant compliance as requested and assists the Finance Department with preparing monthly, quarterly, and year-end reports for City departments and as required by state and federal grant provisions.
- Serves as liaison with the City Manager and/or City Commission in organizing meetings that allow for stakeholder engagement and communication among political delegation, City staff, and private entities.
KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED BY THE POSITION
- Knowledge of Federal, State, and Local Laws regarding legislative and appropriation process.
- Knowledge of grant administration and financial accountability regarding public and private funding.
- Knowledge of general municipal agency operations and organizational hierarchy, to include knowledge of the inner workings of all levels of government, to include: Alabama State Legislature and the Alabama Congressional Delegation.
- Knowledge and ability to communicate effectively with varied groups of people.
- Ability to work with confidential information and prioritize, coordinate, and organize work until completion.
- Ability to understand and interpret City ordinances, departmental rules, regulations, procedures, and instructions both orally and in writing.
- Ability to develop presentations to stakeholder groups and to present ideas and City initiatives to gain support and contributions.
- Ability to research, write, and articulate both in writing and orally to stakeholder entities regarding requests for participation, memorandums of understanding, and letters of support for various City initiatives.
- Ability to use computer and electronic devices in completing work assignments, where typing and computing is essential.

- The work is typically performed in an office setting while sitting at a desk or table. The employee occasionally lifts light objects.

SUPERVISORY AND MANAGEMENT RESPONSIBILITY
The City Manager and/or Assistant City Manager may assign functions and responsibilities within the Administration Department.
Minimum Qualifications - Graduation from an accredited* college or university with a Bachelor's degree in Business Administration, Public Administration, Political Science, Finance, Marketing; or closely related degree; and
- Seven (7) years recent experience providing governmental and public affairs administration to local government with resource allocation, fundraising, and policy management experience.
- Graduation from an accredited* college or university with a Master's degree or higher in Business Administration, Public Administration, Political Science, Finance, Marketing; or a closely related degree preferred.
*Accredited through an agency recognized by the U.S. Department of Education (USDE) or the Council for Higher Education (CHEA).
NECESSARY SPECIAL REQUIREMENTS
- Possession of a valid driver license and acceptable driving record. (PBA 9/10/01)
