OVERVIEW KITSAP COUNTY COMMUNITY DEPARTMENT OF COMMUNITY DEVELOPMENT (DCD) Kitsap County DCD seeks a COMMUNITY
PLANNING SUPERVISOR for our Long-Term Planning Division. Under the direction of the assigned Planning and Environmental Programs (PEP) Division Manager, the PLANNING SUPERVISOR performs advanced oversight on Comprehensive Plan, capital facilities planning, Buildable Lands Program, code development, Shoreline Master Program and programmatic SEPA and related environmental reviews documents. The incumbent performs advanced professional supervision, leadership, and oversight of Planners and Associate Planners in the field of land use, long-range planning, and code development. The incumbent is responsible for monitoring performance and project deliverables to ensure consistency and quality, and to ensure that projects delivered within scope and on budget. The incumbent also provides supervisory oversight for robust public participation plans for all planning functions.

QUALIFICATIONS FOR PERFORMANCE OF THE ESSENTIAL FUNCTIONS REQUIRED EDUCATION AND EXPERIENCE: - Master's degree in planning or closely related field from a college, university or school accredited by an agency recognized by the US Department of Education AND 5 years of progressively responsible work experience with a planning process related to community development, land use and environmental planning, urban or regional plan, including 3 years of supervisory or project lead experience; OR
- Bachelor's degree in planning or closely related field AND 6 years of progressively responsible work experience with a planning process related to community development, land use and environmental planning, urban or regional plan, including 3 years of supervisory or project lead experience; OR
- Any combination of experience and education which provides the applicant with the desired skills, knowledge and ability required to perform the work.
PREFERRED EDUCATION, EXPERIENCE, OR QUALIFICATIONS: - Experience with local and state regulatory frameworks including the Growth Management Act, Planning Enabling Act, Shoreline Master Program, and Critical Areas Ordinance.
- Extensive public presentation experience, advanced verbal and written communication, and interpersonal skills.
- American Institute of Certified Planners (AICP) Certification preferred.

ILLUSTRATIVE EXAMPLE OF DUTIES In this role you will have the opportunity to: - Provide advanced technical oversight, interpret, lead, supervise and develop required documentation to ensure compliance with Washington State's Growth Management Act,
- Prepare environmental documents in accordance with the Washington State Environmental Policy Act (SEPA), develop updates to local codes, Shoreline Master Program (SMP), the Kitsap County Critical Areas Ordinance (CAO), and other related development code requirements, consistent with State law.
- Develop work plans, monitor performance metrics and workload capacity for assigned Planners and Technology Analyst; set work priorities, provide technical oversight, advice, motivation, and training as necessary.
- Pursue and manage planning grants and acquisition, apply cost-sharing and fund matches as required, manage schedule of grant activities, and provide deliverables and close-out activities.
- Evaluate the work of assigned staff and participate in the selection of new employees, including making recommendations regarding hiring, discipline, transfer and termination.
- Monitor the annual Washington Legislative session to ensure potential bill concerns are flagged, develop proposed legislative changes, and coordinate with a variety of state associations on proposed local impacts to state policy and fiscal changes.
- Assist with the development, implementation and control of the division's budget.
- Oversee the comprehensive plan docket, assure continued compliance with Growth Management Act and other state mandated requirements; undertake programmatic and strategic planning for assigned program areas.
- Assure work program coordination between other work groups in the department, county and other local jurisdictions.
- Organize public input portions of land use, environmental and community planning programs, and coordinate activities with other local, state, regional or federal agencies to ensure adequate provisions for their concerns.
- Provide information to property owners, investors, real estate developers and other interested parties pertaining to development regulations, ordinances, codes and related community development information. Identify areas of development code improvements and implementation.
- Direct Planners and Technology Analyst on work plan development and implementation, review draft materials prepared by direct reports, manage quality control and project deadlines to ensure projects are within budget and scope.

Vacation Leave New employees are credited with 48 hours of annual leave upon hire and will be begin accruing at the rate of 8 hours per month starting on their 7th month of employment. Upon completion of 2 years: 15 days per year (10.00 hours per month)
