The Board Executive (BEO) serves as the Executive Officer of the Board of School Commissioners (Board). The BEO represents the interests of the Board within and external to the district and works closely with senior district leadership to advance its work. A key responsibility of the BEO is to assist the Board in carrying out its governance responsibilities through thought partnership (including on systems for monitoring annual progress toward Board goals), the development of the annual school system budget, system-wide policy setting, portfolio management and visioning with the Board on what is possible for Baltimore students. The BEO interfaces with the city and state government and fosters relationships with community partners and school board associations that support effective board governance and development. The BEO is responsible for ensuring that Board meetings are accessible to the full community, and that community engagement and public communications are meaningful, strategic, and frequent. While the work of the Board is executed through the Board Office team, consisting of four to six high-performing professionals, the BEO is expected to balance business acumen with serving as an executive-level strategic advisor to the Board.
Essential Functions
STRATEGIC LEADERSHIP & IMPLEMENTATION OF BOARD PRIORITIES Supports the annual cycle of the Board's work, including supporting the onboarding and ongoing professional development of board members, and creating systems that promote continuity and the sustainable transfer of knowledge. Fosters positive and collegial relationships with each member of the Board, including the student commissioner.
- Serves as a strategic partner to the Board, leveraging the role of policy, outreach, and government affairs in service of advancing the Board's priorities.
- Fosters collaborative relationships with senior leadership and other district staff to monitor progress toward Board goals and develop systems to ensure shared accountability.
- Effectively analyzes and communicates complex data through clear visuals, highlighting key indicators for decision-making.
- Develops and manages the Board's annual budget in coordination with Board leadership and acts as a responsible steward of resources.
- Supports committee chairs, Board leadership, and district staff in structuring policy calendars, agendas, and materials to focus discourse on the Board's long-term goals.
- Works with committee chairs, Board leadership, and district staff to ensure all Board materials are concise, accurate, and aligned with strategic goals?presenting context, analysis, and a strategy for ongoing oversight.
GOVERNANCE RESPONSIBILITIES Ensures the Board is professionally represented and adequately supported in all settings, including Board meetings, committees, and Board events. Responsible for structures and processes that ensure the district's accountability, transparency, and ethical conduct.
- Takes a lead role in partnering with the Board to fulfill and enhance the Board's governance responsibilities.
- Oversees annual, ongoing outreach and engagement strategy to align the district's legislative platform.
- Interfaces with district leadership and staff to ensure clear communication and alignment on Board priorities.
- Constructs the Board calendar, organizes student outcome data and compliance reports, and recommends policies for review, facilitating thoughtful and timely Board decisions.
COORDINATING & ANALYZING COMMUNITY VOICE Oversees the Board's communication and media strategy to increase the visibility of the Board and creates an understanding of the Board, its responsibilities, and the district's progress in relation to its goals.
- Fosters productive and collaborative relationships with all members of City Hall, government agencies, and other district partners in coordination with Board Office and district staff.
- Refines the Board's proactive outreach strategy to seek input, identify themes, and seek collaboration. This includes developing relationships between key advisory councils, recognized groups, and community organizations.
- Routinely identifies and communicates trends in stakeholder concerns to the Board. Ensures effective resolution to community questions and concerns in a timely manner.
LEADING PEOPLE Fosters an internal culture of empowerment, professional growth, results orientation, team ownership, and operational excellence.
- Coordinates and manages the work of Board Office with two direct reports and collaborative oversight with key district colleagues related to the Board responsibilities. Ensures all responsibilities are conducted with fidelity and continuous improvement through all aspects of the operation.
- Develops and manages the Board's annual budget, including budgets for internal and external audits, Board and Board staff professional development, consultants, and community advisory groups.
Maximum Salary 213987.00
Minimum Salary 125449.00
Desired Qualifications
The successful candidate will possess and demonstrate the following:
- Bachelor's degree with a minimum of 5 years of relevant experience. (10 years and master's degree highly preferred)
- Proven experience managing complex projects across organizations or teams.
- Experience working with and managing senior level executives.
- Demonstrated record of accomplishment of building coalitions through influence, partnership, and strategic political action.
- Independent self-starter with a collaborative, team-oriented mindset.
- Experience in supervising small teams of professionals and support staff.
- Experience delegating tasks and work streams and holding direct reports accountable for high performance in the execution of such activities.
- Experience interfacing with executives, elected officials, and community leaders.
- Demonstrated success engaging in and building relationships with diverse communities and responding to their priorities.
- Strong conceptual, analytical, organizational, and planning skills.
- Effective in high-pressure, fast-paced environments with a high volume of incoming communication. Exercises sound judgment, tact, and resourcefulness.
- Experienced in customer/constituent relations, mediation, conflict resolution, and/or change management.
- Knowledgeable about urban school districts, education policy and funding (highly preferred).
- Basic understanding of education policy, board governance, and funding structures. (preferred)

This position is not affiliated with a bargaining unit. This position is affiliated with the City Retirement Plan. In accordance with Maryland law, City School is required to share the position salary ranges in its entirety. Please note, this is not the hiring range. The hiring range for this position is ($125,449 - 175,153).
