Description The City of Richmond, Virginia, is seeking a Deputy Chief Administrative Officer (DCAO) for the Operations Portfolio to provide executive leadership and strategic oversight. This key leadership position reports directly to the Chief Administrative Officer (CAO) and plays a critical role in shaping policies, programs, and services that enhance the well-being of Richmond residents.
About the Role
The DCAO for Operations is responsible for leading and coordinating efforts across multiple city departments, including:
- Department of Animal Control
- Department of General Services
- Department of Public Utilities
- Department of Public Works
This role requires a forward-thinking leader with a deep understanding of public administration and community engagement. The ideal candidate will be a visionary strategist and a collaborative leader.

- Overseeing and aligning services across city departments to ensure efficiency and effectiveness.
- Managing financial resources, securing funding opportunities, and allocating budgets to meet community needs.
- Collaborating with state and federal agencies to advance services initiatives.
- Establishing metrics to track success and ensuring departments are meeting objectives and delivering high-quality services.
Qualifications, Special Certifications and Licenses MINIMUM TRAINING AND EXPERIENCE: - Bachelor's Degree in public administration, business administration, or related field of the assigned portfolio
- Master's Degree in related field is preferred
- Ten years of progressively responsible related experience that includes significant management and supervisory experience
- An equivalent combination of training and experience (as approved by the manager) may be used to meet the minimum qualifications of the classification.
Other position detail: - In accordance with the City Code Sec. 2-1204. - Residency of certain officers and employees. Any person employed or appointed on a full-time basis to fill any position subject to the residence requirements of this section shall establish a principal residence within the City not later than 12 months after commencing work in such position.
- This position is unclassified and works at the will of the appointing authority.
