Job Overview The Children's Services Act (CSA) Coordinator is responsible for the coordination and implementation of programs and services for students in accordance with provisions of the CSA to include case management liaison with state approved private special education day school and private residential placements, and collaboration with Loudoun County human services agencies.
Roles and Responsibilities The following information is intended to describe the overall nature and scope of the work being performed. This is not a comprehensive listing of all responsibilities or tasks; work may differ and other work may be assigned when deemed appropriate.
- Provides leadership for case management of students in private day school and private residential settings.
- Provides guidance to schools for consideration when addressing the needs of students with disabilities who are being considered for placement in more restrictive settings, to include advising school-based teams of the CSA process to access services.
- Monitors all students on caseloads in private day school placements on a regular basis to include assessment of progress toward IEP goals, communication with staff, communication with parents, monthly school visits and collaborative work with private schools and LCPS staff on the development of short and long-term transition plans for students to return to LCPS, as appropriate.
- Works collaboratively with special education supervisors to assess program needs and service gaps to develop services within LCPS to meet the unique needs of students within LCPS and ensures seamless transitions through coordination with parents and school-based staff.
- Coordinates services throughout the CSA and FAPT processes for students with disabilities who are placed in a private day school or private residential setting through the IEP process.
- Serves as a resource for special education administrators, school-based administrators, IEP teams, parents and community agencies regarding the implementation of programs and services for students in accordance with provisions of the Children's Services Act.
- Works collaboratively with all Loudoun County child serving agencies, Community Policy and Management Team (CPMT) and private service providers involved in the CSA process to develop, access and support services for students with disabilities; participates in all CSA training activities and relevant Office of Special Education professional learning activities.
- Provides frequent status reports to the Office of Procedural Support leadership, regarding referrals, student placements and transition status, monthly report for CPMT and other data, as requested.
Qualifications Below are the minimum qualifications for this job. Equivalent combinations of education and experience are also acceptable.
Education Bachelor's degree
Experience Minimum of five years of experience in special education, school social work, school psychology, school counseling services or a related field
Licenses and Certifications Holds or is eligible for a Virginia Postgraduate Professional License or Pupil Personnel Services License with an endorsement in one or more areas of Special Education or a related field preferred
Knowledge, Skills and Abilities - Knowledge of the CSA process and Loudoun County human service agencies
- Progressively responsible experience in case management, administrative work and coordination with other agencies to improve service delivery to students and families
- Proven expertise in parent and staff communication with a focus on collaborative problem-solving skills
- Strong ability and experience in building consensus with parents and staff, particularly in the IEP process
- Excellent organizational, management, and leadership skills
- Proven professional and leadership qualifies and personal characteristics necessary to work effectively with students, teachers, parents, administrators, and community agencies
- Excellent oral and written communication and interpersonal skills
